The Scenario of Research Cooperation Network of Higher Education Institutes in The Next Ten Years (2009 - 2018)

Abstract

การวิจัยครั้งนี้ใช้การวิจัยเชิงอนาคต (Ethnographic Future Research : EFR) เพื่อศึกษาภาพอนาคต เครือข่ายความร่วมมือด้านการวิจัยระหว่างสถาบันอุดมศึกษาใน 10 ปีข้างหน้า (พ.ศ. 2552 - 2561) กลุ่มตัวอย่าง ที่ใช้ในการวิจัยเป็นกลุ่มผู้เชี่ยวชาญที่รับผิดชอบดูแลนโยบายการวิจัย และเป็นผู้ที่ทำวิจัย จำนวน 20 ท่านใช้การ สัมภาษณ์แบบกึ่งมีโครงสร้างรวบรวมความคิดของผู้เชี่ยวชาญนำคำสัมภาษณ์มาวิเคราะห์หาความคิดสำคัญและเขียนภาพอนาคต นำภาพอนาคตให้ผู้เชี่ยวชาญ 5 ท่าน ตรวจสอบอีกครั้งหนึ่ง ซึ่งทุกท่านมีความเห็นชอบกับภาพอนาคต  ผลการวิจัยพบว่า ภาพอนาคตเครือข่ายความร่วมมือด้านการวิจัยระหว่างสถาบันอุดมศึกษา ประกอบด้วย 4 ประเด็นดังนี้  1) ความร่วมมือในการผลิตบัณฑิตด้านการวิจัย มุ่งให้ผู้เรียนมีโลกทัศน์และวิสัยทัศน์ที่กว้างไกล รู้จักคิด วิเคราะห์ แสวงหาความรู้ สถาบันอุดมศึกษาต้องผลิตบัณฑิตที่มีทักษะทางด้านเทคโนโลยีสารสนเทศ มีความรู้ภาษาอังกฤษ ภาษาจีน มีจิตสาธารณะ มีทักษะในกระบวนการคิด และควรจัดการเรียนการสอนแบบทีม เปิดโอกาสให้นักศึกษาเลือกเรียนร่วมกันในแต่ละโปรแกรมได้  2) ความร่วมมือด้านโครงสร้างและเครือข่ายความร่วมมือการวิจัย สถาบันอุดมศึกษาแต่ละแห่งต้องกำหนดเป้าหมายวัตถุประสงค์ แผนงาน และแนวปฏิบัติของตนเองให้สอดคล้องกับหลักการความร่วมมือระหว่างสถาบัน เสริมสร้างกระบวนการเรียนรู้โดยผ่านการทำงานร่วมกัน ซึ่งเป็นการทำงานแบบแนวราบไม่มีการสั่งการจากฝ่ายใด รวมทั้งสถาบันอุดมศึกษาต้องยอมรับการตรวจสอบจากสังคม  3) การจัดและดำเนินกิจกรรมความร่วมมือการวิจัย เป็นการสร้างความรู้และประสบการณ์ใหม่ในลักษณะ บูรณาการกิจกรรมต่าง ๆ ให้เข้ากับชีวิตจริง ตลอดจนเน้นให้นักศึกษามีกิจกรรมร่วมกับชุมชนให้มากขึ้น สำนักงาน คณะกรรมการการอุดมศึกษาควรมีบทบาทในการประสาน และสนับสนุนงบประมาณบางส่วน กระตุ้นให้จัดกิจกรรม สร้างความสัมพันธ์ระหว่างบุคลากรที่รับผิดชอบงานความร่วมมือ เช่น จัดนำเสนอผลการวิจัยร่วมกัน ศึกษาดูงานร่วมกัน สร้างเครือข่ายที่หลากหลาย การเข้าร่วมเครือข่ายควรเป็นนักวิจัยที่อยู่ในสาขาเดียวกัน  4) หน่วยงานที่รับผิดชอบ ผู้บริหารและบุคลากรทางการศึกษาของแต่ละสถาบันอุดมศึกษาควรให้ความ สำคัญกับงานวิจัยมากขึ้น รวมถึงมีการจัดตั้งหน่วยงานเครือข่าย โดยมีผู้รับผิดชอบเครือข่ายทำหน้าที่ประสานงานช่วยเหลือ ติดตามและประเมินผลความร่วมมือ จัดทำรายงานการประเมินอย่างเป็นทางการประจำปีตามระยะ เวลาดำเนินโครงการ  The research used Ethnographic Futures Research (EFR) to study the scenario of research cooperation network of higher education institutes in the next 10 years (2009 - 2018). The samples consisted of 20 experts in research who are responsible for research policy and conducting research. An interactive interview was used to interview the experts with a semi-structured and collect the ideas from the experts. The researcher analyzed interviewed information for main concepts and drew a scenario. The scenario was proposed to five experts for inspection. All experts unanimously agreed that the scenario was appropriate and possible. The findings indicated in four aspects:  1) On the aspect of cooperation in production of research graduates, there was a tendency focusing on learners to have broad world views and visions, be able to critically think and seek for knowledge efficiently. The institute should produce graduates who are accomplishment in furnished with knowledge and information technological skills, English and Chinese communication skills, public consciousness and thinking processes. The learning should be a team and allows students studying together in each program.  2) On the aspect of structure and research cooperation networks, each institute specified future aims, objectives, plans, reinforce the learning process through collaboration, which is working flat, no statement from any party, including higher education institutions must accept the check from the society.  3) On the aspect of operation and proceeding of research cooperation activity, it is creating new knowledge and experience in type of integration with activities in daily life. Students should focus on more community activities. The Office of the Higher Education Commission had a role in partly coordinating and supporting for budget, urging for activities for promoting knowledge and understanding, and promoting good relationships among personnel who were responsible for cooperation such as meetings for research presentation, study trips, creating multiple research cooperation networks and participation in research in the same field. 4) On the responsible institute aspect, administrators and educational personnel of each institute realized more importance of research and responsible organizations were established  to be responsible for research cooperation, support, monitoring and evaluation assistance. It should have annual report during project period.
