Problems and Suggestions on Administration of the Project on Learning Together, Improving our Community

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ปัญหาการบริหารโครงการเรียนรู้ร่วมกันสรรค์สร้างชุมชน ทบวงมหาวิทยาลัย และเปรียบเทียบปัญหา การบริหารโครงการเรียนรู้ร่วมกันสรรค์สร้างชุมชน จำแนกตามประเภทสถาบันและพื้นที่ปฏิบัติงาน รวมทั้งเพื่อรวบรวมข้อเสนอแนะในการแก้ไขปัญหาดังกล่าว  กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ผู้รับผิดชอบโครงการเรียนรู้ร่วมกันสรรค์สร้างชุมชน จากสถาบัน อุดมศึกษาต่าง ๆ ทั่วประเทศ ซึ่งได้รับการแต่งตั้งจากทบวงมหาวิทยาลัย จำนวน 93 คนจากจำนวนประชากรทั้งสิ้น 121 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ และคำถามปลายเปิดสำหรับข้อเสนอแนะการแก้ไขปัญหา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ, คะแนนเฉลี่ย, ความเบี่ยงเบนมาตรฐาน, การวิเคราะห์ความแปรปรวนทางเดียว และทดสอบความแตกต่างรายคู่ โดยใช้โปรแกรมสำเร็จรูป SPSS for Windows ในการวิเคราะห์ข้อมูล ผลการวิจัยพบว่าปัญหาการบริหารโครงการเรียนรู้ร่วมกัน สรรค์สร้างชุมชนในภาพรวมอยู่ในระดับปานกลาง เมื่อเปรียบเทียบปัญหาจำแนกตามประเภทสถาบันและพื้นที่ปฏิบัติงาน พบว่าปัญหาการบริหารโครงการ จำแนกตามประเภทสถาบันแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ ส่วนการจำแนกตามพื้นที่ปฏิบัติงานพบว่าปัญหาโดยรวมด้านการจัดสรรทรัพยากรและด้านการประเมินผลแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05  ข้อเสนอแนะของผู้รับผิดชอบโครงการส่วนใหญ่ต้องการให้ปรับปรุงในด้านการวางแผน การประเมินผลและการจัดสรรทรัพยากร  The purposes of this study are: 1) to determine managing problems of The Project on Learning Together, Improving Our Community under the Ministry of University Affairs, 2) to compare the managing problems classified by type of institutions and operating areas, 3) to muster the suggestions for solving problems by the project managers.  The sample used in this study consisted of 93 project managers from higher institutions throughout Thailand who supervised the project in theis assigned areas.  A rating scale questionnaire was used to determine the managing problems of the Project on Learning Together, Improving our Community. There are 50 items designed in the questionnaire, including some open-ended questions. Data were analyzed in terms of percentage, arithmetic mean, standard deviation, one-way analysis of variance and least significant difference using SPSS program for windows.  The results of this study revealed that overall managing problems of the Project on Learning Together, Improving our Community were rated at moderate level. The comparison of the problems classified by type of institutions and operating areas showed that 1. There was non-significant difference among four types of institutions.  2. There were significant differences among six working areas in overall administrative problems and in the aspects of resource allocation and evaluation (p < .05) Most of the suggestions from project managers were in the areas of planning, evaluation and resource allocation.
