A Study of School Safety Problem as Percieved by Elementary School Administrators Under the Jurisdiction of the Office of National Primary Education Commission in Educational Region 12

Abstract

การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบปัญหาสวัสดิภาพในโรงเรียน ตามการ รับรู้ของผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ เขตการ  ศึกษา 12 ในด้านการจัดสิ่งแวดล้อมในโรงเรียนให้ปลอดภัย การจัดบริการความปลอดภัยในโรงเรียน การ จัดการเรียนการสอนสวัสดิศึกษา การจัดและบริหารงานสวัสดิภาพในโรงเรียนทั้งรายด้านและรวมทุกด้าน โดย จำแนกตามตัวแปรเพศ อายุ ระดับการศึกษา ตำแหน่งทางการบริหาร ขนาดของโรงเรียน และประสบการณ์ใน การบริหาร กลุ่มตัวอย่างเป็นผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการประถมศึกษา แห่งชาติ เขตการศึกษา 12 จำนวน 332 คน ซึ่งได้มาโดยวิธีการสุ่มอย่างง่าย เครื่องมือที่ใช้เก็บรวมรวมข้อมูล เป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น การวิเคราะห์ข้อมูลใช้การวิเคราะห์ความแปรปรวนแบบทางเดียว (One- Way ANOVA) และการทดสอบค่าที (t-test) ผลการวิจัย พบว่า 1. ผู้บริหารโรงเรียนมีการรับรู้ปัญหาสวัสดิภาพในโรงเรียนด้านการจัดสิ่งแวดล้อมในโรงเรียนให้ปลอดภัย ด้านการจัดบริการความปลอดภัยในโรงเรียน ด้านการจัดการเรียนการสอนสวัสดิศึกษา ด้านการจัดและบริหารงานสวัสดิภาพในโรงเรียนทุกด้านอยู่ในระดับปานกลาง เมื่อรวมทุกด้านแล้วผู้บริหารโรงเรียนมีการรับรู้ปัญหาสวัสดิภาพในโรงเรียนอยู่ในระดับปานกลาง 2. ผู้บริหารโรงเรียนที่มีเพศต่างกันรับรู้ ปัญหาสวัสดิภาพในโรงเรียนในด้านการจัดสิ่งแวดล้อมในโรงเรียนให้ปลอดภัย ด้านการจัดบริการความปลอดภัยในโรงเรียน และด้านการจัดและบริหารงานสวัสดิภาพในโรงเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติ (p< 0.01) ส่วนด้านการจัดการเรียนการสอนสวัสดิศึกษาแตกต่างกัน อย่างไม่มีนัยสำคัญทางสถิติ และผู้บริหารโรงเรียนที่มีอายุ ระดับการศึกษา ตำแหน่งทางการบริหาร ขนาดของโรงเรียนและประสบการณ์ในการบริหารต่างกัน การรับรู้ปัญหาสวัสดิภาพในโรงเรียนในแต่ละด้านแตกต่างกัน อย่างไม่มีนัยสำคัญทางสถิติ 3. ปัญหาในการจัดการเกี่ยวกับปัญหางานสวัสดิภาพในโรงเรียนตามการรับรู้ของผู้บริหารโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ เขตการศึกษา 12 เรื่องการจัดสรร งบประมาณ ขาดการสนับสนุนจากรัฐและหน่วยงานที่เกี่ยวข้อง บุคลากรไม่เพียงพอ และขาดความรู้ บุคลากรไม่ให้ความสำคัญ ขาดสื่อและอุปกรณ์สำหรับสอนนักเรียน ขาดแนวทางและการวางแผนเกี่ยวกับโครงสร้างการบริหารงานสวัสดิการ และขาดการร่วมมือจากบุคลากรในโรงเรียน  The purposes of this research were to study and to compare the school Safety  problems in each and all aspects of school environmental Safety control, school safety service, safety education and school safety administration, according to the perception of the elementary school administrators in the elementary schools under the jurisdiction of the Office of National Primary Educational Commission in Educational Region 12, classified by sex, age, level of education, administrative status, school size and administrative experience of the elementary school administrators. The sample consisted of 332 elementary school administrators which were randomly selected from the elementary school administrators under the jurisdiction of the Office of National Primary Educational Commission in Educational Region 12. Questionnaire created by the researcher was used for data collection. The One Way ANOVA and t-test were performed to analyze the data. The results found that:  1. The perception of the school administrators in the aspect of school environmental safety control, school safety offering, school safety education, and school safety administration were in the middle level consequently. It means all aspects were in the middle level.  2. The perception of the school administrators, who were different in sex, on the problems on school environmental safety control, school safety service and school safety administration were significantly different at 001 level, but on safety education was insignificant. The perception of school administrator different in age, level of education, administrative status, school size administrative experience, perceived the school safety problems were statistically, insignificantly different. 3. The problems about the safety administration in school, according to the perception of the elementary school administrators were on: the budgeting; the lack of supporting from the government and related organizations; the lack of staff the lack of teaching materials, guiding and planning of safety administrative structure; and the lack of staff participation.
