The Needs for Social Welfare of the Elderly in Chonburi

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพความเป็นจริงและความต้องการจริงของผู้สูงอายุในการรับบริการสวัสดิการสังคมของภาครัฐบาล กลุ่มตัวอย่างประกอบด้วยผู้สูงอายุใน อำเภอเมือง จังหวัดชลบุรี จำนวน 370 คน เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบมีโครงสร้าง และเจาะลึก แบบสัมภาษณ์ได้ผ่านการทดสอบความเที่ยงตรงเชิงเนื้อหา การวิเคราะห์ข้อมูลใช้การบรรยายเชิงพรรณาความ โดยใช้สถิติแบบร้อยละในการบรรยายสถานภาพความเป็นจริงและความต้องการจริงของผู้สูงอายุ ผลการวิจัยสรุปได้ดังนี้ 1. สภาพความเป็นจริงของผู้สูงอายุ ในการได้รับบริการสวัสดิการสังคม ปรากฏผลดังนี้ 1.1) ผู้สูงอายุส่วนใหญ่ไม่ทราบเกี่ยวกับการรับบริการสวัสดิการสังคม คิดเป็นร้อยละ 61.60 1.2) ผู้สูงอายุส่วนใหญ่ไม่ได้รับการบริการสวัสดิการสังคม คิดเป็นร้อยละ 83.20 และได้รับการบริการสวัสดิการสังคม คิดเป็นร้อยละ 16.80 ประเภทของบริการสวัสดิการสังคมที่รัฐจัดให้ และผู้สูงอายุได้รับมากที่สุด คือ ลดค่ารักษาพยาบาล คิดเป็นร้อยละ 48.50 รองลงมาคือ มีศูนย์บริการทางสังคมผู้สูงอายุในการให้บริการสังคมสงเคราะห์ คิดเป็นร้อยละ 40.00 และการบริการเคลื่อนที่ในการออกเยี่ยมเยียนตามบ้าน คิดเป็นร้อยละ 29.40 ตามลำดับ 2. ความต้องการจริงของผู้สูงอายุในการรับบริการสวัสดิการสังคมของรัฐ ปรากฏผลดังนี้ 2.1) ผู้สูงอายุส่วนใหญ่ต้องการรับบริการสวัสดิการสังคม คิดเป็นร้อยละ 78.40 2.2) ประเภทของบริการสวัสดิการสังคมที่ผู้สูงอายุส่วนใหญ่ต้องการรับบริการคือ การลดหย่อนค่ารักษาพยาบาล มีศูนย์บริการทางสังคมผู้สูงอายุในการให้บริการสังคมสงเคราะห์ และการบริการเคลื่อนที่ในการบริการรักษา พยาบาลเล็ก ๆ น้อย ๆ  The purpose this study is to identify the real situation and the real needs of the elderly in receiving the social welfare service from the government. The sample is consisted of 370 elderly in Muang District, Chonburi Province. The data collection were done by using constructed questions for dept interview. The instrument was tested content validity before using. The analysis of data was preceded by using percentage and narrative style was employed to present the findings. The results of the study revealed that: 1. The real situation in receiving the social welfare service. 1.1) Most of the elderly knew nothing about the social welfare service (61.60%). 1.2) Most of the elderly had never received the service (83.20%) and the rest (16.80%) have received the service. The percentage preferred to receive the Social welfare service of the elderly were low cost in health care service (48.50%), social welfare service center (40.00%) and mobile service (home visit) (29.40%) respectively. 2. The real needs of the elderly in receiving social welfare service.  2.1) Most of the elderly had high need for social welfare services (78.40%). 2.2) Types of services were identified as low cost for health care service, health care service center for elderly and mobile unit for minor nursing care.
