An Evaluation of Volunteers for Learning of the Constitution and General Election Project during June 1999 - March 2000

Abstract

การวิจัยเรื่องการประเมินโครงการอาสาสมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ระยะที่ 1 และ 2 นี้ มีวัตถุประสงค์เพื่อประเมินประสิทธิผลและผลกระทบของโครงการอาสา สมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ศึกษาปัญหาและอุปสรรคที่ไม่เอื้อให้เกิดผลดีต่อประชาธิปไตยและการดำเนินงานตามโครงการฯ ตลอดจนแสวงหาแนวทางที่จะช่วยให้โครงการในลักษณะเช่นนี้เกิดผลดีต่อการพัฒนาประชาธิปไตยในอนาคต วิธีการประเมินใช้สองรูปแบบร่วมกัน คือ รูปแบบ “จากบนสู่ล่าง (top down)” และรูปแบบ “จากล่างสู่บน (bottom up)” กลุ่มตัวอย่างประกอบด้วยผู้แทนทบวงมหาวิทยาลัย ผู้แทนสำนักงานคณะกรรมการการเลือกตั้ง ผู้แทนคณะกรรมการการเลือกตั้งประจําจังหวัด ผู้ประสานงานอาสาสมัครรัฐธรรมนูญ (ปอร.) อาสาสมัครรัฐธรรมนูญ (อสร.) และประชาชนทั่วไป  ผลการวิจัยพบว่า โครงการอาสาสมัครกับการเรียนรู้รัฐธรรมนูญและการเลือกตั้ง ได้ผลบรรลุตามวัตถุ ประสงค์ของโครงการฯ ทั้งในด้านการส่งเสริมให้ประชาชนในเขตเลือกตั้งมีความรู้ความเข้าใจ และเห็นความสำคัญของรัฐธรรมนูญและการเลือกตั้ง มีเจตคติที่ดีต่อระบอบประชาธิปไตย มีความสามารถตัดสินใจรางการเมืองได้ด้วยตนเอง และมีทักษะการลงคะแนนเลือกตั้งระบบใหม่ นอกจากนี้โครงการฯ ยังทำให้บัณฑิตและผู้มีวุฒิ ปวส. ที่ว่างงาน รวมทั้งผู้ถูกเลิกจ้างได้มีงานทำและมีความรู้ความเข้าใจเกี่ยวกับรัฐธรรมนูญ และการเลือกตั้ง สามารถทำงานร่วมกับประชาชนในชุมชน ได้แลกเปลี่ยนประสบการณ์และเรียนรู้เกี่ยวกับรัฐธรรมนูญและการเลือกตั้งร่วมกับชุมชน ส่งผลให้ผู้ปฏิบัติงาน (ปอร. และ อสร.) ได้เรียนรู้สภาพชุมชน มีทักษะการทำงานเป็นหมู่คณะและมีเจตคติที่ดีต่อประชาชน ส่วนปัญหาและอุปสรรคของการดำเนินงาน ได้แก่ เรื่องการประสานงานล่าช้า และงบประมาณ ไม่เพียงพอ เป็นต้น อย่างไรก็ตาม ทั้งผู้ปฏิบัติงานในโครงการฯ และประชาชนทั่วไป มีความเห็น สอดคล้องกันว่า ควรมีการดำเนินโครงการในลักษณะเช่นนี้ต่อไปอีกอย่างต่อเนื่อง ทั้งนี้เพื่อส่งเสริมให้ประชาชนมีความรู้ความเข้าใจประชาธิปไตย และมีการปฏิบัติอย่างต่อเนื่องสม่ำเสมอ จนกระทั่งประชาธิปไตย กลายเป็นวิถีชีวิตของประชาชน  The Evaluation of Volunteers for Learning of the constitution and General Election Project had the objectives to study the effectiveness and the various impacts of the Project of Volunteers for Learning of the 6 Constitution and General Election and to study the problems and the obstacles of the  processes according to the project as well as search for the directions in developing the Project of Volunteers for Learning of the Constitution and General Election in order to meet the desired effectiveness. The methods of the evaluation utilized both structures which were “top down” and “bottom up”. The sample groups contained of the representatives from the Ministry of University Affairs, the Office of the Election Commission of Thailand, the Provincial Election Committee, the Coordinator of the Volunteers for the Constitution, the Volunteers for the Constitution and the general public.  The results of the research indicated that the Project of Volunteers for Learning of the Constitution and General Election had accomplished the goals of the project in terms of promoting the public within the election region to understand and realize the significance of the constitution and the general election, to conceive the good opinion toward the Democracy, to possess political decision making by oneself and to gain the knowledge and the understand in the new general election system. Furthermore, the project also helped finding jobs for the jobless graduates and the laid off personnel, giving them the knowledge and the understanding about the constitution and the general election so that they can work together with the people in the society, exchanging experiences, and the comprehension about the constitution and the general election. Consequently, the Coordinator of the Volunteers for the Constitution and the Volunteers for the Constitution cognized the society conditions, obtained the workgroup skill, and gained the good opinion toward the people. As for the problems and the obstacles of the procedures, for example the delay of the corporation and the inadequacy of the budgets. However, both operators of the project and the general public had the concurrent opinion that there should be the continuance of the Project of Volunteers for Learning of the Constitution and General Election in order to promote the public understanding and the continuation of the operation until the Democracy becomes the way of living for the people.
