ปัจจัยที่มีอิทธิพลต่อผลการจัดการสถานบริการสาธารณสุขระดับตำบลให้บรรลุเกณฑ์ขึ้นทะเบียนหน่วยบริการปฐมภูมิ

Abstract

บทคัดย่อ         การวิจัยทำนายแบบตัดขวางนี้ เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการรับรู้ผลการจัดการสถนบริการสาธารณสุขระดับตำบลให้บรรลุเกณฑ์ขึ้นทะเบียนหน่วยบริการปฐมภูมิ ตัวอย่างเป็นหัวหน้าสถานบริการสาธารณสุขระกับตำบลที่ได้จาก การสุ่มแบบหลายขั้นตอนจำนวน 120 คน เก็บข้อมูลโดยใช้แบบสบถามที่นักวิจัยสร้างขึ้น มีค่าความเมี่ยงระหว่าง 0.78-0.98วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูป นำเสนอข้อมูลด้วย จำนวน ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าเฉลี่ยร้อยละ และ การวิเคราะห์ถดถอยพหุแบบขั้นตอน          ผลการวิจัยพบว่า หัวหน้าสถานบริการสาธารณสุขระดับตำบลมีการรับรู้ระดับมากในเรื่องการสนับสนุนจากผู้บริหาร การยอมรับจากผู้ปฏิบัติงาน และในระดับปานกลางในเรื่องการประเมินผลการปฏิบัติงาน การมีวัฒนธรรมองค์การ และการปฏิบัติงานของผู้ใต้บังคับบัญชา โดยปัจจัยที่มีอิทธิพลต่อการรับรู้ผลการจัดการสถานบริการสาธารณสุขระดับตำบลบรรลุเกณฑ์ขึ้นทะเบียนหน่วยบริการปฐมภูมิ (Y) อย่างมีนัยสำคัญทางสถิติที่ระดับ P < 0.05 ตามลำดับดังนี้คือ การสนับสนุนจากผู้บริหาร (X1) การปฏิบัติงานของผู้ใต้บังคับบัญชา (X5) ซึ่งสามารถทำนายได้ร้อยละ 29.5 (R2 = 0.295) และมีสมการทำนายในรูปคะแนนมาตรฐานดังนี้ Y = 0.397X1 + 0.256 X5         ดังนั้น กระทรวงสาธารณสุข ควรจะสนับสนุนและพัฒนาในเรื่อง การสนับสนุนจากผู้บริหารด้านการให้กำลังใจในการทำงานของบุคลากรอย่างสม่ำเสมอ ด้านการปฏิบัติงานของผู้ใต้บังคับบัญชาและด้านการจัดการในการขึ้นทะเยนหน่วยบริการปฐมภูมิ ABSTRACT         This cross-sectional predictive research was aimed to investigate factors affecting the put come perception of district-level health center management to achieve the requirements for Primary Care Unit registration. The 120 samples were heads of district-level health centers, drawn by multi-stage random sampling technique. The data were collected by using a self-administered questionnaire, constructed by the researchers. The data were also obtained from the registration records at the Primary Care Unit. The questionnaire had reliability at 0.78-0.98. Data were analyzed using SPSS program and presented in numbers, means, standard deviations, mean percentages, and stepwise multiple regression analysis.        The study revealed that heads of district-level health center had perceived at the high level in support from administrators and at the middle level in evaluation of the performance of the organizational culture and the performance of their subordinates. The supporting factors affecting the management of district-level health center to achieve the criteria for registration of primary care unit (Y) at 0.05 (p < 0.05) significant level were the support of administrators (X1) and the performance of their subordinates (X5), which could predict at 29.5% (R2 = 0.295). The predictive standard equation was Y = 0.397X1 + 0.256 X5.          The Ministry of Public Health should support and improve on management support, morale, performance, and primary care unit registration.
