Risk Study on an Annual Beach Festival in Bang Saen

Abstract

การศึกษาในครั้งนี้มีวัตถุประสงค์หลัก เพื่อศึกษาความเสี่ยงของกิจกรรมที่จัดขึ้นในงานประเพณีก่อพระทรายวัน ไหลบางแสน และเสนอแนะเป็นมาตรการด้านความปลอดภัย รูปแบบของการศึกษาเป็นการสำรวจ โดยสัมภาษณ์ผู้รับผิดชอบกิจกรรม และนำข้อมูลมาวิเคราะห์หาอันตรายที่อาจจะส่งผลกระทบต่อสุขภาพ ตามเทคนิคการวิเคราะห์งานเพื่อความปลอดภัย โดยทำการศึกษากิจกรรมต่างๆ ที่จัดขึ้นทั้งหมด 7 กิจกรรม ได้แก่ การรดน้ำขอพรจากผู้สูงอายุ การเล่นสาดน้ำ การก่อพระเจดีย์ทราย การละเล่นพื้นบ้าน (การแข่งขันมวยทะเล สะบ้า ช่วงรำ มอญซ่อนผ้า วิ่งเปี้ยว และชักเย่อ) การแข่งขันเพ็นท์ห่วงยาง การแข่งขันแกะหอยนางรม และการแสดงดนตรีกลางคืน ผลการศึกษา พบว่าในทุกกิจกรรมมีจุดที่เป็นความเสี่ยงที่อาจก่อให้เกิดอันตรายต่อผู้ร่วมกิจกรรม ทั้งในลักษณะของการเป็นผู้เข้าแข่งขัน และผู้ชมใต้ ผู้ศึกษาจึงมีข้อเสนอแนะสำหรับผู้ดำเนินงานเพื่อจัดการความเสี่ยงดังกล่าว และให้เกิดการสืบสานประเพณีก่อพระทรายวันไหลอย่างยั่งยืนและปลอดภัยตลอดไป  The main objective of this study was to assess accident risk of the defined activities of the Annual Beach Festival in Bang Saen, Chon Buri province. The methodology included observation of the activities, interview with the local authorities, and analysis of potential hazards. Seven activities were assessed which included 1) water blessing, 2) water playing, 3) sand pagoda building, 4) sport competition (sea boxing, Saba, Suong-ram, Mon-son-pa, flag race and tug-of war), 5) swim tube painting. 6) oyster shucking competition and, 7) music performances. Health hazards were identified using "Job Safety Analysis" method. The results showed that every activity had potential health risks and accidents to both competitors and spectators. We suggested that the municipal authorities should provide safety to the public so that the risk of accident can be reduced.
