การดำเนินงานสารสนเทศภูมิปัญญาท้องถิ่นของห้องสมุดมหาวิทยาลัยราชภัฏในประเทศไทย

Abstract

บทคัดย่อ         การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงาน ปัญหาบทบาทและความพร้อมขอห้องสมุดมหาวิทยาลัยราชภัฏในการดำเนินงานสารสนเทศภูมิปัญญาท้องถิ่น กลุ่มตัวอย่างที่ใช้ศึกษาในครั้งนี้ได้แก่ บรรณารักษ์หรือเจ้าหน้าที่ที่รับผิดชอบในการดำเนินงานเกี่ยวกับสารสนเทศ ภูมิปัญญาท้องถิ่นของห้องสมุดมหาวิทยาลัยราชภัฏ จำนวน 40 คน และผู้ทรงคุณวุฒิทางด้านการบริหารจัดการห้องสมุดมหาวิทยาลัยราชภัฏ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามและแบสัมภาษณ์ ผลการวิจัยสรุปได้ดังนี้          การดำเนินงานด้านการบริหารจัดการสารสนเทศภูมิปัญญาท้องถิ่น ห้องสมุดมหาวิทยาลัยราชภัฏส่วนใหญ่มรการมอบหมายงาให้แก่ บุคลากรรับผิดชอบโครงการด้านการอนุรักษ์และการให้บริการสารสนเทศภูมิปัญญาท้องถิ่น ด้านการจัดหา การจัดหมวดหมู่แบบทศนิยมของดิวอี้ (D.C.) และมีการลงรายการตามมาตรฐาน MARC 21 ด้านการจัดเก็บ ส่วนใหญ่มีลักษณะการจัดเก็บอยู่ในห้องหรือมุมสารสนเทศท้องถิ่น ส่วนการให้บริการสนเทศภูมิปัญญาท้องถิ่น มีการให้บริการสืบค้นสารสนเทศภูมิปัญญาท้องถิ่นจากฐานข้อมูลห้องสมุดดิจิทัลผ่านเว็บไซต์มีการดำเนินงานด้านการจัดการฐานข้อมูลห้องสมุดดิจิทัลสารสนเทศภูมปัญญาท้องถิ่นโดยใช้โปรแกรม Joomla รูปแบบหรือลักษณะของข้อมูลเป็นแบบข้อความ รูปภาพ วีดิทัศน์ สียง และมีการจัดการฐานข้อมูลหรือห้องสมุดดิจิทัลแยกออกจากระบบห้องสมุดอัตโนมัติอย่างชัดเจน ปัญหาของห้องสมุดมหาวิทยาลัยราชภัฏในการดำเนินงานเกี่ยวกับสารสนเทศภูมิปัญญาท้องถิ่น พบว่า ด้านที่มีปัญหามากที่สุด ได้แก่ การให้บริการ รองลงมาคือการจัดหา การจัดหมวดหมู่และการทำรายการ การจัดเก็บ และด้านการบริหารจัดการ ตามลำดับ ส่วนด้านบทบาทของห้องสมุดมหาวิทยาลัยราชภัฏในการดำเนินงานสารสนเทศภูมิปัญญาท้องถิ่น ด้านการจัดการเรียนจัดการสอน พบว่า ห้องสมุดมหาวิทยาลัยราชภัฏส่วนน้อยมีการสนับสนุนสารสนเทศภูมิปัญญาท้องถิ่นเพื่อการจัดการเรียนการสอนของมหาวิทยาลัย ด้านการวิจัยส่วนใหญ่มีการสนับสนุนหรือให้บริการสารสนเทศภูมิปัญญาท้องถิ่นแก่นักวิจัยภายนมหาวิทยาลัย ด้านบริการวิชาการ ห้องสมุดมหาวิทยาลัยราชภัฏส่วนน้อยมีบทบาทในการบริการวิชาการแก่ชุมชนด้านภูมิปัญญาท้องถิ่น และด้านทำนุบำรุงศิลปวัฒนธรรม ห้องสมุดมหาวิทยาลัยราชภัฏส่วนใหญ่มีบทบาทมนการทำนุบำรุงศิลปวัฒนธรรมด้านภูมิปัญญาท้องถิ่นส่วนความพร้อมของห้องสมุดมหาวิทยาลัยราชภัฏในกรดำเนินงานสารสนเทศภูมปัญญาท้องถิ่น ในด้านการดำเนินงานและการตอบสนองภารกิจและบทบาทของมหาวิทยาลัย มีค่าเฉลี่ยอู่ในระดับปานกลาง  ABSTRACT          The purposed of this research were to study the operation of local wisdom information of Rajabhat University libraries. Problems, role, and readiness concerning their operation of local wisdom information were also examined. The sample group of this study consisted of the librarians who were in chares of the operation of local wisdom, information in 40 Rajabhat University libraries and 5 administrators of Rajabhat University libraries. The research instrument were questionnaire and interview method. The findings of this study were as follows:          For the operating condition, most libraries had personnel assigned to handle the local wisdom information collection. The acquisition mostly were by the donation, Dewet’s Decimal Classification (D.C.) and a standard MARC 21 were used for cataloging and classification. It was found that most libraries set up a special collection of local wisdom within the libraries. The service most provided was searching local wisdom information in digital libraries via the websites. Joomla was the program mostly used for database management for local wisdom information. Data formats as text, image, video, audio were used for the collection in the databases. The database management of digital libraries was separated from the library automation systems. The programs concerning the operation of local wisdom information mostly were services, followed by acquisition, classification and cataloging, collecting, and management, respectively. The role of Rajabhat University library in operating of local wisdom information in term of curriculum and instruction, very few libraries took the role of supporting the local wisdom information for teaching and learning activities of the universities. For the research role, most libraries supported the local wisdom information service to the researchers within the universities. For the academic services providing, most libraries took little part in this role for their communities. For the role of arts and culture conservation, most libraries took important parts in this role. At last, The moderate level was found in term of the readiness in the operation of local wisdom information according to the university roles.
