การกำหนดภาพอนาคตการพัฒนาเศรษฐกิจชุมชนของตำบลคลองแห อำเภอหาดใหญ่ จังหวัดสงขลา Designing a Foresight of Community Economic Development in Khlong Hae Sub-district, Hat-Yai District, Songkhla

Abstract

การวิจัยนี้เพื่อวิเคราะห์ปัจจัยภายในและภายนอกที่มีอิทธิพลต่อการพัฒนาเศรษฐกิจชุมชนนี้ในปัจจุบันและอนาคต 5 ปีข้างหน้า และเป็นการกำหนดภาพอนาคตรองรับการพัฒนาเศรษฐกิจ โดยเป็นการวิจัยเอกสารและเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึก สนทนากลุ่ม และประชุมเชิงปฏิบัติการ การวิเคราะห์ปัจจัยภายในอาศัย TERMS ประกอบด้วยจุดแข็ง 1) การใช้เทคโนโลยีที่ทันสมัย 2) การออมและการลงทุน 3) ทรัพยากรธรรมชาติที่อุดมสมบรู ณ์ 4) การมีจิตสำนึกพึ่งพาตนเอง และ 5) สังคมพหุวัฒนธรรม และจุดอ่อน คือ 1) ขาดการนำนวัตกรรมมาช่วยลดต้นทุน 2) การพัฒนาเศรษฐกิจขาดความต่อเนื่อง 3) การขาดพื้นที่รับและกระจายน้ำ 4) การไม่มีโอกาสเข้าร่วมกิจกรรม และ 5) ปัญหายาเสพตดิ การวิเคราะห์ปัจจัยภายนอกใช้ PESTE ประกอบด้วยโอกาส 1) ความร่วมมือระหว่างประเทศ 2) อัตราการขยายตัวทางเศรษฐกิจ 3) การปรับปรุงคุณภาพการศึกษา 4) การเร่งพัฒนานวัตกรรม และ 5) การร่วมฟื้นฟูทรัพยากรธรรมชาติ และความท้าทายคือ 1) ความมั่นคงภายในประเทศ 2) โครงสร้างเศรษฐกิจเปลี่ยนสู่ภาคอุตสาหกรรม 3) ความเหลื่อมล้ำทางสังคม 4) อาชญากรรมคอมพิวเตอร์ และ 5) มลพิษทางสิ่งแวดล้อม การวิเคราะห์ SWOT ทำให้เกิดขับเคลื่อนด้วยอัตราการเติบโตทางเศรษฐกิจและความอุดมสมบูรณ์ของทรัพยากรธรรมชาติที่นำไปสู่ภาพอนาคต คือภาพความยั่งยืนที่เป็นเป้าหมายสำคัญ มีวิสัยทัศน์ว่า สภาพแวดล้อมไร้มลพิษ เศรษฐกิจเข้มแข็ง ด้วยความร่วมมือทุกคน สู่สังคมที่ยั่งยืน หรือเรียกว่า 2E2SThis research has objectives: To analyze internal and external factors that include strengths, weaknesses, opportunities, and challenges. The influence on the economic development of the community in the present and in the next five years, and to design the future image to support the development of the community economy by planning in the future. The data have been collected by the combination of document and qualitative research, by in-depth interviews, focus groups, and workshops. Internal factors analysis based on TERMS. The strengths of this community are: 1) Modern Technology in daily life; 2) Save and Invest; 4) Self-reliant Mind; and 5) Multicultural Society. The weaknesses are 1) People lack innovation and technology to reduce production costs, 2) The economic development within the community is not continuous, 3) The community has no area to receive and distribute water, 4) Lacking of the opportunity to participate in the activities, and 5) Drug Problem. And, external factors analysis based on PESTE. These opportunities include: 1) International Cooperation; 2) Economic Growth; 3) Educational Quality Improvement; 4) Accelerated Innovation Development; and 5) Natural Resource Recovery. The key challenges/threats are composed of: 1) National Security; 2) Agriculture-based to Industrial; 3) Social Inequality; 4) Computer Crime; and 5) Environmental Pollution. The SWOT analysis leads to the main driving force is the economic growth rate and the abundance of natural resources to the future, including 1) Sustainability 2) Ancient 3) Collapse, and 4) Congestion. The vision is CSCS (Clean Environment, Strong Economy, Civil Society, Sustainable Society)
