The Strategic Human Resource Management Approaches for Efficiency Enhancement of the State Railway of Thailand

Abstract

บทความฉบับนี้ เสนอแนวทางในการบริหารทรัพยากรมนุษย์ เพื่อเพิ่มประสิทธิภาพในการสร้างความได้เปรียบในการแข่งขันที่ยั่งยืน และขับเคลื่อนการรถไฟแห่งประเทศไทยไปสู่เป้าหมาย ภายใต้ข้อจำกัดต่างๆ และภายใต้ปัญหาที่มีความซับซ้อน ซึ่งเป็นทางออกหนึ่งที่จะทำให้การรถไฟแห่งประเทศไทยสามารถแก้ไขปัญหาที่เกิดขึ้นได้ในระยะยาว โดยการวางแผนอัตรากำลังกลยุทธ์ ซึ่งเป็นกระบวนการพิจารณาความเหมาะสมของความรู้ ทักษะ สมรรถนะและความสามารถในการสร้างผลผลิตของบุคลากร เทียบกับปริมาณงาน ทั้งในปัจจุบันและอนาคตเพื่อเป็นพลังในการขับเคลื่อนองค์การไปสู่เป้าหมายที่วางไว้ ประกอบด้วย (๑) การกำหนดทิศทางเชิงกลยุทธ์ (๒) การวิเคราะห์กำลังคนและการพัฒนากลยุทธ์ (๓) การปรับใช้แผนกำลังคน (๔) การติดตามประเมินผลและการปรับปรุงแผนกำลังคน  This paper introduces the approaches for the management of human resources to increase efficiency in providing sustainable, competitive advantages and drive to the State Railway of Thailand (SRT) in order for SRT to move towards its goal under various restrictions and complicated issues. The strategic workforce planning is one of the solutions that can help SRT handle and solve its problems in the long run. This involves (1) the determination of the strategic direction, (2) the analysis of manpower and development of strategies, (3) the deployment of manpower planning, and (4) the evaluation and improvement of workforce planning. The strategic workforce planning presented here is the process of determining the knowledge, skills, performance and productivity of SRT personnel in relation to the amount of current and future work in order to drive the organization towards the goal envisioned.
