Abstract

ภายใต้บริบทของการเปลี่ยนแปลงทั้งจากปัจจัยภายในและปัจจัยภายนอกประเทศ ทำให้เกิดความจำเป็นที่จะต้องมีการพัฒนาการบริหารจัดการภาครัฐอย่างต่อเนื่อง เพื่อให้ทันต่อการเปลี่ยนแปลง และสิ่งที่สำคัญที่สุดคือความสามารถในการจัดบริการสาธารณะที่ตอบสนองต่อความต้องการของประชาชน แนวคิดการจัดการเชิงกลยุทธ์ได้รับการยอมรับเป็นอย่างสูงในภาคเอกชน และมีการนำมาใช้ในการบริหารจัดการภาครัฐด้วย ตัวแบบที่ปรึกษาผู้บริหารระดับสูง ให้ความสำคัญต่อการมีที่ปรึกษาที่มาจากภายในและภายนอกองค์การ เพื่อเป็นแหล่งข้อมูลสำหรับผู้บริหารระดับสูงในการพิจารณาและตัดสินใจเชิงกลยุทธ์ การนำตัวแบบที่ปรึกษาผู้บริหารระดับสูงมาประยุกต์ใช้กับการบริหารจัดการภาครัฐ จะทำให้ภาครัฐได้รับข้อมูลเพื่อนำมาประกอบการตัดสินใจในการกำหนดนโยบายสาธารณะ ซึ่งจะก่อให้เกิดประโยชน์ทั้งแก่ภาครัฐ และภาคประชาชน  As a consequence of context of changes from both internal and external factors of the country, it is necessary to develop the public management continuously to overtake the global changes. The most important issue is the ability to respond to the needs of the people on public services. The idea of strategic management is accepted highly in the private sectors and applied to the public management as well. A CEO – Adviser Model realizes the essence of having advisers from both internal and external organization. This is used as the sources of information the chief executive officers (CEO) use for their consideration and strategic decision. Adopting the CEO – Adviser Model and applying it for the public management will strengthen the country decision makers to make formulating public policy which benefit both the country and the people.
