A Study of Possibility of Digital Library Implementation as a Standard of Supporting Distance Learning System for a Network of Universities in the East of Thailand

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์หลักเพื่อพัฒนาและนำเสนอแบบจำลอง (Model) ของความเป็นไปได้ในการสร้างห้องสมุดดิจิทัลเพื่อเป็นมาตรฐานสำหรับสนับสนุนการเรียนการสอนทางไกล ผ่านเครือข่ายร่วมมหาวิทยาลัยในภูมิภาคตะวันออก โดยผู้วิจัยได้ศึกษาและเปรียบเทียบความต้องการห้องสมุดดิจิทัลสำหรับการเรียนการสอนทางไกลผ่านเครือข่ายร่วมมหาวิทยาลัยในภูมิภาคตะวันออกของผู้ใช้บริการ (อาจารย์และนิสิต/นักศึกษา) จำแนกตามสถานภาพและสาขาวิชาของผู้ใช้บริการ โดยใช้วิธีการวิจัยเชิงปริมาณด้วยการสำรวจจากแบบสอบถามและวิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน รวมทั้งใช้ t-test เพื่อทดสอบสมมติฐาน รวมถึงได้ศึกษาปัจจัยที่คาดว่าจะมีผลต่อการพัฒนาห้องสมุดดิจิทัลสำหรับสนับสนุนการเรียนการสอนทางไกลผ่านเครือข่ายร่วมมหาวิทยาลัยในภูมิภาคตะวันออกจากกลุ่มผู้บริการและผู้เกี่ยวข้องกับการพัฒนาห้องสมุดดิจิทัลโดยการใช้วิธีการวิจัยเชิงคุณภาพด้วยการใช้แบบสอบถามและแบบสัมภาษณ์ในการเก็บรวบรวมข้อมูล ตลอดจนการวิเคราะห์และสังเคราะห์สารสนเทศที่เกี่ยวข้อง ผลการวิจัยพบว่าการพัฒนาห้องสมุดดิจิทัลสำหรับการสนับสนุนระบบการเรียนการสอนทางไกลประกอบด้วย ๘ องค์ประกอบ ได้แก่ (๑) การสนับสนุนของสถาบัน (๒) วัตถุประสงค์ในการพัฒนาห้องสมุดดิจิทัล (๓) คณะกรรมการดำเนินงาน (๔) การบริหารจัดการและดำเนินงาน (๕) เทคโนโลยีสารสนเทศ (๖) การเข้าถึงสารสนเทศและการให้บริการ (๗) ลิขสิทธิ์และทรัพย์สินทางปัญญา (๘) การประเมินผลและการควบคุมคุณภาพ/มาตรฐาน  The main objective of this research was to develop and propose the model of the possibility of digital library implementation as a standard of supporting distance learning system for a network of universities in the East of Thailand. The objectives of the research were also to study and compare users’ needs of digital library by statuses and subject areas of digital library users (faculty members and students). For these objectives, the quantitative research method was used, data were collected by means of questionnaire and analyzed via mean, standard deviation and t-test for hypotheses testing. Also the objective was to study the factors affecting the digital library development from perception of the administrative and operative staffs involved in digital library development, the qualitative research method was used, data were collected by questionnaires and interview forms. After studying related literature and synthesizing all the gathered information from the survey both by questionnaires and interview forms, then the digital library development model was set up which comprised 8 key components (1) institutional support (2) objectives (3) committees (4) management and process (5) information technology (6) access and service (7) copyright and intellectual property (8) evaluation and quality/standard control.
