Information Management and Information Service of the Sub-District Administration Organizations in the Eastern part of Thailand: A Research Report

Abstract

องค์การบริหารส่วนตำบลเป็นองค์การที่มีตัวแทนในท้องถิ่นบริหารจังหวัด มีสารสนเทศที่ใช้ในการจัดการเป็นของตัวเอง แต่ยังไม่มีการพัฒนาเพื่อจัดการระบบสารสนเทศให้ตอบสนองความต้องการขององค์การและชุมชนได้ งานวิจัยนี้จึงศึกษาสภาพและความพร้อมของระบบสารสนเทศเพื่อพัฒนาระบบสารสนเทศที่ทำงานด้วยคอมพิวเตอร์ทั้งระบบ เป็นวิจัยเชิงคุณภาพผลการศึกษาพบว่า องค์การบริหารส่วนตำบลในภาคตะวันออกมีลักษณะร่วมกันด้านโครงสร้างการบริหารงาน ข้อมูลสารสนเทศ บริการสารสนเทศ ส่วนระบบสารสนเทศมีทั้งที่มีความพร้อมและไม่มีความพร้อม ที่เกิดขึ้นจากขนาด ที่ตั้ง และความต่อเนื่องการดำรงตำแหน่งของนายกองค์การบริหารส่วนตำบล จากการค้นพบนี้ได้มีการนำผลมาอภิปรายถึงความเหมาะสมในการพัฒนาระบบสารสนเทศ ดังนั้น องค์การบริหารส่วนตำบลต้องเร่งพัฒนาการให้บริการสารสเทศที่เป็นรัฐบาลอิเล็กทรอนิกส์ตามโครงสร้างพื้นฐานที่มีและที่ได้รับการสนับสนุนจากส่วนกลาง  Sub-District Administration Organization is a type of local organization. It’ s administered by local representative. In administration, it owns information by itself. However, there have not been information management development to satisfy the organizations and communities. This research, therefore, is to study generalities and readiness of SAOs’ information system for developing computerized information system. It was carried out by a qualitative approach. The study found that SAOs in the Eastern part of Thailand have common characteristics in administrative structure, information structure, and information service. In addition, the occurrence of the readiness and un-readiness of their information come from their size, location, continuation in holding the post of Chief Executive of the SAO. The findings are discussed in suitability of information system development. As a result, all of the SAO should urgently develop information service system to be an e-government, according to the existing infrastructure and as the Central Administration supported.
