Attitudes and Socio-Economic Conditions of Community Under the Land Expropriation Scheme: A Case Study of Laem Chabang Community, Changwat Chonburi

Abstract

จากการศึกษาชุมชนแหลมฉบัง จำนวน 172 ตัวอย่าง พบว่ากลุ่มตัวอย่างมีความพอใจกับสภาพความเป็นอยู่ในปัจจุบันและผูกพันกับชุมชนอย่างมาก เพราะได้อาศัยมานานกว่า 30 ปี ถึงแม้ว่าปัจจุบันชุมชนจะมีการเปลี่ยนแปลงไปจากเดิม ชุมชนบ้านแหลมฉบัง ไม่ต้องการที่จะย้ายออกจากที่อยู่ปัจจุบันที่ถูกประกาศเป็นเขตเวนคืนที่ดิน เพื่อมาดำเนินการตามโครงการท่าเรือแหลมฉบับ แต่มีบางส่วนต้องการอพยพย้ายออก แต่มีเงื่อนไขต้องการให้การท่าเรือได้ให้ค่าเวนคืนที่ดินค่ารื้อถอนที่เหมาะสมกว่านี้ โดยชุมชนส่วนใหญ่ไม่ต้องการอพยพไปอยู่ในพื้นที่ที่จัดเตรียมไว้ให้  The 172 sample under study expressed satisfaction with present living condition, especially their close ties with the community for more than 30 years. Even-though the community has changed some-what, the people did not want to relocate from the land designated for the Laem Chabang Seaport Project expropriation. However, a small group of people would be willing to relocate on the condition of more appropriate compensation for their land and moving expenses. The majority of the community did not want to move to the area set aside for relocation.
