การศึกษาการจัดโครงสร้างองค์การของกรมการข้าวกระทรวงเกษตรและสหกรณ์

Abstract

          บทความนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์โครงสร้างองค์การของกรมการข้าว กระทรงเกษตรและสหกรณ์ เพื่อนำเสนอการปรับโครงสร้างองค์การกรมการข้างที่มีความสอดคล้องกับยุทธศาสตร์ และวิสัยทัศน์ของหน่วยงานที่มีความทันสมัยและสามารถตอบสนองต่อความต้องการของกรมการข้างในการปฏิบัติภารกิจหลักในการเป็นผู้นำเรื่องข้าวของประเทศ นับตั้งแต่เริ่มกระบวนการวิจัย พัฒนา ผลิต บริการทางวิชาการ และเผยแพร่ความรู้สู่ชาวนา ไม่นับรวมถึงภารกิจที่เพิ่มมากขึ้นในการจัดการกับปัญหาเร่งด่วน ความสร้างความร่วมมือกับประเทศในภูมิภาคอื่นๆ การรักษาระดับมาตรฐานข้าวไทยและอื่นๆ ให้ทัดเทียมและแข่งกับต่างประเทศได้ โดยการศึกษาจากเอกสารและการสัมภาษณ์ผู้บริหารทุกระดับ และทุกคนในกรมการข้าวด้วยวิธีการสัมภาษณ์แบบเจาะลึกและการจัดประชุมกลุ่มย่อย และการจัดประชุมรับฟังความคิดเห็นของผู้เกี่ยวข้องในกระทรวงเกษตรและสหกรณ์และหน่วยงายบริหารบุคคลกลางรัฐ ทำให้ได้ข้อเสนอแนะการปรับโครงสร้างองค์การขิงกรมการข้าวที่มีความยืดหยุ่น กระจายอำนาจเหมาะสม กับภารกิจและยุทธศาสตร์ของกรมการข้าวที่สามารถนำไปปฏิบัติได้           The main purpose of this study is to analyze current organizational structure of Rice Department, Ministry of Agricultural and Cooperatives in order to provide recommendations on its restructuring in coherent with its newly proposed strategies and visions. Apart from its major role of being the leader in rice business in the country from the beginning process of research and development, production, services, and knowledge providers to farmers, the agency is also facing the increasing demands for immediate actions to unintended remedy, the need for collaborations with other regions, the maintenance of Thai rice standard to be competitive with other countries, etc. Various methods of data collections were employed, including government official documents, in-depth interviews with all executives at all levels in the Department, focus groups and public hearing with stakeholders in the Department, focus groups and public hearing with stakeholders in the Department, the Ministry of Agricultural and Cooperatives, and the Office of the Civil Service Commission (OCSC). The result of the study is the proposed restructuring of Rice Department which is considered flexible and decentralized of power and authority from the central office to the local offices. This structure would be practical and consistent with its strategies and core responsibilities.
