จริยธรรมของอาสาสมัครในหน่วยกู้ภัย: ศึกษากรณีมูลนิธิธรรมรัศมีมณีรัตน์

Abstract

          บทความนี้มีจุดมุ่งหมายเพื่อศึกษาหลักจริยธรรมในการทำงานของอาสาสมัคร ปัญหาทางจริยธรรมในการทำงานของอาสาสมัคร และข้อเสนอแนะเกี่ยวกับแนวทางแก้ไขปัญหาทางจริยธรรมของอาสาสมัครในหน่วยกู้ภัยมูลนิธิธรรมรัศมีมณีรัตน์ โดยการสัมภาษณ์เชิงลึกจากบุคลากรที่เกี่ยวข้องโดยตรงกับมูลนิธิธรรมรัศมีมณีรัตน์ จำนวน 11 คน และบุคลาดรที่มิได้ส่วนเกี่ยวข้องโดยตรงกับมูลนิธิรัศมีมณีรัตน์จำนวน 8 คน รวมทั้งสิ้นจำนวน 19 คนซึ่ง สรุปผลการวิจัยนี้          1. ความคิดเห็นเกี่ยวกับหลักจริยธรรมในการทำงานอาสาสมัครในหน่วยกู้ภัย ได้แสดงความคิดเห็นว่า ผู้ที่เป็นอาสาสมัครกู้ภัย ต้องสร้างจิตสำนึกต่อตนเองในเรื่องความเสียสละอย่างจริงใจเพื่อประโยชน์ส่วนรวม ตระหนักเรื่องคุณธรรมเป็นเรื่องสำคัญ มีความรับผิดชอบ ซื่อสัตย์สุจริต สามัคคี กล้าหาญ อดทน มีความรู้และรอบคอบในการปฏิบัติงาน และปฏิบัติตามกฎระเบียบของหน่วยกูภัย อย่างเคร่งครัด ไม่ถือตัว ไม่วางอำนาจ ให้ผู้อื่นยำเกรง          2. ปัญหาทางจริยธรรมในการปฏิบัติงานของอาสาสมัครกู้ภัย ได้แสดงความเห็นว่า จะต้องช่วยกันแก้ปัญหาเกี่ยวกับภาพลักษณ์ในด้านความซื่อสัตย์สุจริตในการปฏิบัติงานกู้ภัย โดยจะต้องสร้างความเชื่อมั่นและความเชื่อถือให้แก่ประชาชน ในการแสดงความบริสุทธิ์ใจในการปฏิบัติงานอย่างแท้จริงนอกจากนี้ยังมีปัญหาจากพื้นฐานของแต่ละบุคคล ซึ่งมาจากต่างพ่อ ต่างแม่ ค่างความคิด ต่างการศึกษาซึ่งจำเป็นจะต้องได้รับการอบรมเตรียมความพร้อมไนด้านต่างๆ ก่อนปฏิบัติงาน ปัจจุบันมีอาสาสมัครมากขึ้น เนื่องจากเห็นว่ามีเงินเดือนและค่าเบี้ยเลี้ยงต่างๆ มีตำแหน่งหน้าที่ มีเครื่องแบบ เป็นความโก้ วางอำนาจให้ผู้อื่นยำเกรง บงคนแต่งกาย พูดจาไม่สุภาพ ซึ่งแตกต่างจากแต่ก่อน บุคคลที่เข้ามาเป็นอาสาสมัครจะทำด้วยใจที่เสียสละเพื่อประโยชน์ส่งรวม และพบว่าอาสาสมัครบางคนมีอายุน้อยขาดวุฒิภาวะในการปฏิบัติงานที่ต้องอาศัยการตัดสินใจในการให้ความช่วยเหลือชีวิต          3. ข้อเสนอแนะเกี่ยวกับแนวแก้ไขปัญหาทางจริยธรรม ได้เสนอแนะดังนี้ ผู้ที่เป็นอาสาสมัครจะต้องเป็นผู้ที่มีความเสียสละ อกทน มีเวลา มีใจรัก มีความรับผิดชอบ เพื่อช่วยเหลือผู้ประสบภัย ต้องมีการเตรียมความพร้อม มีการฝึกอบรมวิธีการทำงาน ฝึกปฏิบัติวิธีการใช้อุปกรณ์การทำงาน และเรียนรู้อยู่เสมอ สร้างจิตสำนึกให้กับอาสาสมัครมากขึ้น โดยอาสาสมัครทุกคนควรได้รับการอบรมหลักจริยธรรมวิชาชีพและต้องมีเมตตาธรรม ควรกำหนดกฎเกณฑ์บทลงโทษของอาสาสมัครที่กระทำผิด ฝึกปฏิบัติธรรมให้รู้ถึง ชั่วดี บาปบุญ คุณโทษ           The objectives of this research are study of ethics in the work of volunteer, ethical problem in the work of volunteer and suggestions of solution about ethical problem in The Rescue Dharma Rasami Maneerat Foundation by interview from personnel who directly and non-directly related to the rescue foundation. The results are summarized as follows.          1. The opinion about ethics in the work of volunteer in the rescue foundation, for example the volunteer must create consciousness about sacrifice to public by themselves, realize to virtue, responsible to help the victims, honesty, harmony, brave, tolerate while working the volunteers should have the knowledge, wariness in their work and follow the rules of the rescue foundation.          2. The ethical problem in the work of volunteers, for example the volunteer must help to solve the image of honesty, show the reliability and sincerity to people while their working. Furthermore, the basic problems are the volunteer come from different family, thinking, education and culture so the volunteer need to prepared, training methods work, practice how to use the device to work before they go to work in real situation. Nowadays amount of volunteer are increasing because they think the rescue foundation has a job salary, allowance, uniform to them. Some volunteer wear uniform disheveled and show the power over people unlike the past people came to volunteer to do it with sacrifice to public and some young volunteer have less experience and maturity to decide to support life in real situation.          3. The suggestions of solution about bad ethical behavior problem, for example the volunteer must sacrifice, tolerate, have free time, be extremely fond of responsible to help the victims. Need to be prepared, training methods work, practice how to use the device to work and learn always. Create more consciousness for volunteers. Should train about professional of ethics and have mercy. Should stipulate penalties for the volunteer who perpetrators. Practice the dharma to learn about goodness, wicked, sin, fortune, merit and punishment.
