รูปแบบการสร้างความสมานฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรม

Abstract

          การศึกษาวิจัยเรื่อง “รูปแบบการสร้างความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรม” มีวัตถุประสงค์เพื่อให้ได้รูปแบบการสร้างความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรม โดยการวิจัยแบบผสมผสาน (Mixed Method Research) ซึ่งศึกษาทั้งการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์แบบเชิงลึกกับผู้ให้ข้อมูลสำคัญรวม 3 กลุ่ม และการวิจัยเชิงปริมาณ ใช้แบบสอบถามแบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากเจ้าหน้าที่เรือนจำกลางคลองเปรมทั้งหมด จำนวน 279 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและการเปรียบเทียบรายคู่ด้วยวิธีเชฟเฟ่          ผลการวิจัยเชิงคุณภาพ พบว่า ผู้ทรงคุณวุฒิให้ความเห็นชอบต่อการดำเนินงานตามรูปแบบการสร้างความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรมที่มีประสิทธิภาพจะต้องมีองค์ประกอบที่สำคัญรวม 4 ด้าน ได้แก่ ด้านกฎระเบียบและการปฏิบัติต่อผู้ต้องขัง ด้านการแก้ไขฟื้นฟูผู้ต้องขัง ด้านการพัฒนาเจตคติผู้ต้องขัง และด้านการจัดกิจกรรมสนามฉันท์ระหว่างผู้ต้องขังกับผู้ต้องขัง        ผลการวิจัยเชิงปริมาณ พบว่า เมื่อวิเคราะห์ในภาพรวมพบว่า ระดับของความเห็นด้วยของเจ้าหน้าที่เรือนจำกลางคลองเปรมที่มีต่อรูปแบบการสร้างความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรมซึ่งได้จากกาวิจัยเชิงคุณภาพในภาพรวมอยู่ในระดับมากเมื่อพิจารณารายด้าน พบว่าด้านที่มีระดับความเห็นด้วยมากที่สุดเป็นอันดับแรกได้แก่ ด้านกฎระเบียบและการปฏิบัติต่อผู้ต้องขัง รองลงมาได้แก่ ด้านการแก้ไขฟื้นฟูผู้ต้องขัง ด้านการพัฒนาเจตคติผู้ต้องขัง และด้านการจัดกิจกรรมสนามฉันท์ระหว่างผู้ต้องขังกับผู้ต้องขัง การทดสอบสมมติฐาน พบว่า คุณลักษณะส่วนบุคคลที่แตกต่างกัน มีระดับของความเห็นด้วยต่อรูปแบบความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรมในภาพรวมไม่แตกต่างกัน ดังนั้น เมื่อสังเคราะห์ผลการวิจัยเชิงคุณภาพและผลการวิจัยเชิงปริมาณ เพื่อให้ได้รูปแบบการสร้างความสนามฉันท์ของผู้ต้องขังในเรือนจำกลางคลองเปรม ผู้วิจัยได้นำมาจัดทำเป็น Model โดยใช้ชื่อว่า “RCAR Model”           The research titled “The Model of the Restorative Justice Program of the prisoners in Klongpream Central Prison” aims to study and to present the model of restorative justice program of prisoners in Klongpream Central Prison. It was a mixed research method in both qualitative and qualitative methodology. In qualitative methodology, the researcher used the in-depth interview by using the sample group of the high position administrative officers of Correction Department, the expert persons of criminal justice and the prisoners from Klongpream Central Prison which were totally of 20 persons. In the qualitative methodology, the researcher used the questionnaire for data collection with the sample group of 279 Klongpream Central Prison officers. The statistics used for data analysis were percentage, mean, standard deviation, t-test, one-way ANOVA, and Scheffe’ matched pair comparison. The research found that:        1. In qualitative methodology, the expert persons approved the model of restorative justice program of prisoners in Klongpream Central Prison which would be done effectively on four aspects as followings: the rules and operation for the prisoners aspect, the correction and rehabilitation for the prisoners aspect, the attitude development for the prisoners aspect, and the restorative justice program among prisoners aspect.         2. In the qualitative methodology, the opinion on the model of restorative justice program of prisoners in Klongpream Central Prison as a whole was in the high level. Considering each aspect, it was found that the first priority was the rules and operation for the prisoners aspect, the correction and rehabilitation for the prisoners aspect, the attitude development for the prisoners aspect, and the restorative justice program among prisoners aspect respectively. The hypothesis testing found that the officers who had different individual qualification had the opinion on the model of restorative justice program of prisoners in Klongpream Central Prison in the overview indifferently.          Therefore, the researcher had analyzed and synthesized the result of the research from both qualitative and qualitative methodology to present the model of restorative justice program of prisoners in Klongpream Central Prison in the model of “RCAR model”
