การจัดสวัสดิการขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดชลบุรี

Abstract

          การศึกษาเรื่อง การจัดสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี มีวัตถุประสงค์ 1) เพื่อศึกษาความต้องการของประชาชนผู้รับบริการด้านสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี 2) เพื่อเปรียบเทียบปัจจัยการบริหารจัดการสวัสดิการฯ ขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี จำแนกตาม เพศ อายุ ประเภทผู้ด้อยโอกาส ระดับการศึกษา สถานภาพ อาชีพและรายได้เฉลี่ยต่อเดือน 3) เพื่อค้นหาปัญหาและข้อเสนอแนะของประชาชนผู้รับบริการเกี่ยวกับการจัดการสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี ประชากรที่ศึกษา ได้แก่ ประชาชนผู้รับบริการ ด้านสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี จำนวน 1,178 คน ใช้สถิติ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t-test และใช้สถิติ One-Way ANOWA ในการทดสอบสมมติฐาน และใช้วิธี LSD (Leastsignificant difference test)          ผลการศึกษา พบว่า ประชาชนผู้รับบริการด้านสวัสดิการมีความต้องการต่อการจัดสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่าความต้องการด้านสุขภาพอนามัยอยู่ในระดับมากที่สุด ด้านความต้องการด้านการศึกษา ด้านที่อยู่อาศัย ด้านการทำงานและการมีรายได้ ด้านความมั่นคงทางสังคม ด้านบริการสังคม ด้านนันทนาการ อยู่ในระดับมาก จากผลการวิเคราะห์ความแตกต่าง พบว่า อายุ ประเภทผู้ด้อยโอกาส สถานภาพ อาชีพ และรายได้เฉลี่ยต่อเดือนของครอบครัว มีอิทธิพลต่อความต้องการจัดสวัสดิการขององค์การบริหารส่วนตำบล ในเขตอำเภอเมือง จังหวัดชลบุรี ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ปัญหาและข้อเสนอแนะเกี่ยวกับการบริหารจัดการสวัสดิการขององค์การบริหาร จากผู้ตอบแบบสอบถามซึ่งสามารถจัดลำดับได้ 5 ลำดับ คือ 1) องค์การบริหารส่วนตำบลส่วนใหญ่สนใจและให้ความช่วยเหลือผู้ด้อยโอกาสน้อย แต่ไม่ทั่วถึง 2) ควรมีการส่งเสริมการมีส่วนร่วมของผู้ด้อยโอกาสกับคนในชุมชนและองค์การบริหารส่วนตำบลเพิ่มขึ้น 3) ควรมีงบประมาณในการจัดสวัสดิการของผู้ด้อยโอกาส หรือมีกิจกรรมให้กับผู้ด้อยโอกาสเพิ่มขึ้น 4) ควรให้ความสำคัญของผู้ด้อยโอกาสเป็นลำดับต้น ๆ 5) ควรมีเจ้าหน้าที่ให้คำปรึกษาหรือออกหน่วยติดตามผู้ด้อยโอกาสอย่างจริงจังและมีคุณภาพ          The purposes of this study in Welfare Management of Subdistrict Administrative Organizations in Muang District, Chonburi Province were 1) to explore the requirement of one who is disadvantaged side welfare people of Subdistrict Administrative Organizations in Muang District, Chonburi Province 2) to compare with administration factor manages the Welfare Management of Subdistrict Administrative Organizations in Muang District, Chonburi Province. Sample group in the study were eceiver social welfare people of an organization administrates Tumbol part in Amphur Mueng ChonBuri. Brancof 1,178, using percentage, means and standard deviation, assumption test, The above statistics of the study were to analyze their views between personal factor and elements of insurance benefits with T-test and one-way ANOVA in assumption test          Results of the study were found that eceiver social welfare people of an organization administrates Tumbol part in Amphur Mueng, Chonburi. Branch in overall at higher level. When considering partially, we found that on healthiness was in highest level. Education, Residence, Work and Having income, Stability social, Serves the social, Recreation, Branch in overall at high level. It totally factor administration comparison manages the welfare Management of Subdistrict Administrative Organizations in Muang District, Chonburi Province, we found that on age, one who is disadvantaged kind, status, occupation, and the income shares to build (wasp) month of a family to build be influential make user arrangement welfare requirement of an organization in Muang District, Chonburi Province, not different, A problem and the suggestion, be 1) an organization administrates Tumbol majority part takes an interest and give a little one who is disadvantaged assistance, and not throughout. 2) Participating in push of the one who is disadvantaged and a person in the community, and an organization administrates Tumbol part increase. 3) The budget in something welfare arrangement of the one who is disadvantaged, or there is the activity gives with the one who is disadvantaged increase. 4) The important of the one who is disadvantaged in order first 5) Guidance officer or go out the division follows the one who is disadvantaged seriously and is of quality.
