ทางเลือกสาธารณะว่าด้วยการจัดการระบบขนส่งสาธารณะในเขตเมืองเชียงใหม่

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์และเสนอทางเลือกในการจัดการ ระบบขนส่งสาธารณะในเขตเมืองเชียงใหม่ที่เหมาะสม การวิจัยนี้เสนอรูปแบบ การจัดการระบบขนส่งสาธารณะในเขตเมืองเชียงใหม่ โดยการให้บริการของ รถโดยสารสี่ล้อขนาดเล็ก (สี่ล้อแดง) ประจำทาง เนื่องจากมีปัจจัยที่เอื้อต่อการ ดำเนินงานมากกว่ารถประเภทอื่นและจากการวิเคราะห์ต้นทุนและผลประโยชน์ ได้มูลค่ารวมของต้นทุนเท่ากับ 1,694.56 ล้านบาท มูลค่ารวมของผลประโยชน์ เท่ากับ 2,033.61 ล้านบาท เมื่อนำมาคำนวณมูลค่าปัจจุบันโดยใช้อัตราคิดลด ร้อยละ 5 ต่อปี จะได้มูลค่าปัจจุบันของต้นทุนเท่ากับ 74.12 ล้านบาท มูลค่า ปัจจุบันของผลประโยชน์เท่ากับ 142.40 ล้านบาท และเมื่อนำมาวิเคราะห์ ความคุ้มค่าทางเศรษฐศาสตร์ของการจัดการระบบขนส่งสาธารณะในเขตเมือง เชียงใหม่ได้มูลค่าปัจจุบันของประโยชน์สุทธิ (Net Present Value: NPV) เท่ากับ 29.01 ล้านบาท อัตราส่วนผลประโยชน์ต่อต้นทุน (Benefit-Cost Ratio: B/C ratio) เท่ากับ 2.35 และอัตราค่าตอบแทนภายในจากการลงทุน (Economic Internal Rate of Return: EIRR) เท่ากับร้อยละ 19.66 โดยผลความคุ้มค่าทางเศรษฐศาสตร์มีผลในทิศทางบวก แสดงว่าการจัดการ ระบบขนส่งสาธารณะในเขตเมืองเชียงใหม่ในเส้นทางรถโดยสารสี่ล้อขนาดเล็ก (สี่ล้อแดง) ประจำทางมีความคุ้มทุนทางเศรษฐศาสตร์ในการลงทุน ดังนั้น มีข้อเสนอสำหรับการจัดรูปแบบการให้บริการรถขนส่งรถโดยสาร สี่ล้อขนาดเล็ก (สี่ล้อแดง) ประจำทาง คือ 1) การจัดการระบบขนส่งรถโดยสาร สี่ล้อขนาดเล็ก (สี่ล้อแดง) ประจำทางดำเนินการโดยภาครัฐ (หน่วยงานท้องถิ่น) และ 2) การจัดการระบบขนส่งรถโดยสารสี่ล้อขนาดเล็ก (สี่ล้อแดง) ประจำทาง ดำเนินการโดยภาคเอกชนThe purposes of this research were to analyze and propose the choice for appropriate Public Transportation Systems in Chiang Mai Urban Area. This research proposed the format of Public Transportation Systems Management in Chiang Mai Urban Area by small four wheel minibus services (red four wheels) because there has been a factor affecting to the operation more than the other types of cars. Cost and benefit analysis got gross value of the cost which equaled 1,694.56 million baht. Gross value of benefit equaled 2,033.61 million baht. These were used to calculate the present value by using discount rate of 5 % per year. Present value of cost equaled 74.12 million baht. Present value of benefit equaled 142.40 million baht. These were used for economic value analysis of Public Transportation Systems Management in Chiang Mai Urban Area. Net Present Value: NPV equaled 29.01 million baht, Benefit-Cost Ratio: B/C ratio equaled 2.35 and Economic Internal Rate of Return: EIRR equaled 19.66%. Economic value result was in a positive direction. This signified that Public Transportation Systems Management in Chiang Mai Urban Area in the routes of small four wheel minibuses (red four wheels) has had an economic value in investment. Hence, there has been a proposal for formatting of small four wheel minibus services (red four wheels) such as 1) Transportation Systems Management of small four wheel minibuses (red four wheels) operated by the government sectors (local agencies) and 2) Transportation Systems Management of small four wheel minibuses (red four wheels) operated by the private sectors.
