การพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลา

Abstract

          งานวิจัยนี้มีวัตถุประสงค์เพื่อการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลา โดยมีวัตถุประสงค์หลักในการวิจัยครั้งนี้ คือ 1) เพื่อศึกษาศักยภาพของพื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา สำหรับการพัฒนาการท่องเที่ยวเชิงวัฒนธรรม 2) เพื่อกำหนดแนวทางในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของพื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา โดยใช้กระบวนการมีส่วนร่วมของชุมชน 3) เพื่อสร้างมาตรการเชิงนโยบายในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของพื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา โดยใช้กระบวนการมีส่วนร่วมของชุมชน          การศึกษาครั้งนี้เป็นการวิจัยพัฒนา วิธีการวิจัยแบบผสมระหว่างการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ รวมทั้งการศึกษาเอกสารการสำรวจ และการสังเกตการณ์พื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา ประกอบการวิเคราะห์เชิงบรรยาย และการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมการวิเคราะห์ข้อมูลสำหรับการวิจัยเชิงปริมาณใช้การวิเคราะห์สถิติพรรณนา วิธีการวิจัยเชิงคุณภาพใช้การวิเคราะห์เนื้อหา          ผลการศึกษาพบว่า ศักยภาพในการเป็นแหล่งท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลาคือ ศักยภาพการดึงดูดใจด้านการท่องเที่ยวแหล่งท่องเที่ยว มีสถาปัตยกรรมเมืองเก่าที่สวยงาม มีคุณค่า ทางศิลปวัฒนธรรม และด้านวิถีชีวิตชุมชน ประเพณีของชุมชนที่มีความเป็นเอกลักษณ์ ศักยภาพด้านการจัดการของย่านเมืองเก่าในเขตเทศบาลนครสงขลา คือ การที่มีองค์กรภาคีเครือข่ายภาคประชาชน เช่น ภาคีคนรักเมืองสงขลา สมาคม และโครงการอนุรักษ์ต่าง ๆ ที่เกิดจากชุมชนท้องถิ่น ซึ่งมีบทบาทหลักต่อการส่งเสริมการท่องเที่ยว แนวทางในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของพื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา โดยใช้ กระบวนการมีส่วนร่วมของชุมชน คือ 1) แนวทางในการอนุรักษ์และพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรมย่านของเมืองเก่าในเขตเทศบาลนครสงขลาสู่มรดกโลก 2) แนวทางในการพ ัฒนาศักยภาพของแหล่งท่องเที่ยว เชิงวัฒนธรรม 3) แนวทางในการส่งเสริมการท่องเที่ยวเชิงวัฒนธรรม 4) แนวทางในการพัฒนาระบบบริหารจัดการการท่องเที่ยวเชิงวัฒนธรรม 5) แนวทางในการจัดการความรู้ 6) แนวทางการพัฒนาการมีส่วนร่วมของชุมชนในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลา          มาตรการเชิงนโยบายในการพัฒนาการท่องเที่ยวเชิงวัฒนธรรมของพื้นที่ย่านเมืองเก่าในเขตเทศบาลนครสงขลา โดยใช้กระบวนการมีส่วนร่วมของชุมชน คือ 1) มาตรการการอนุรักษ์และพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลาสู่มรดกโลก 2) มาตรการทางกฎหมายในการอนุรักษ์และพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรม 3) มาตรการในการจัดการองค์ความรู้ด้านประวัติศาสตร์ และมรดกวัฒนธรรม 4) มาตรการในการพัฒนาศักยภาพของแหล่งท่องเที่ยวเชิงวัฒนธรรม 5) มาตรการในการส่งเสริมการท่องเที่ยวเชิงวัฒนธรรมโดยใช้กระบวนการการมีส่วนร่วมของชุมชน 6) มาตรการในการอนุรักษ์สิ่งแวดล้อมของแหล่งท่องเที่ยวเชิงวัฒนธรรมของย่านเมืองเก่าในเขตเทศบาลนครสงขลา             The objectives of this research are to 1) study the potential in cultural tourism development of the old town site in Songkhla municipality, 2) propose methods for cultural tourism development of the old town site in Songkhla municipality by using community participative process, and 3) create policy measures in the development of cultural tourism of the old town site in Songkhla municipality using community participative process.          This research and development study are using both quantitative and qualitative methods. Moreover, this research also using the documentary research, survey and observation in the old town area, for descriptive analysis in achieving the objective, including Participatory Action Research (PAR). This research is using descriptive statistics analysis in quantitative methods and content analysis for processing of qualitative method.          The results show that the cultural tourism potential of the Songkhla municipality old town are the attractions of the tourism destinations with beautiful old town architecture with artistic value, uniqueness of the activities and way of life of the people in the community, the old town management potential with contributions of the organizations or networks of conservation groups such as Songkhla Heritage Trust and community originated conservation projects which people have major roles in tourism promotion.          The methods in the cultural tourism development of Songkhla municipality old town area by using participative process are 1) methods for conservations and development of cultural tourism of Songkhla municipality old town for world heritage qualifying, 2) methods for the development of the potential of Songkhla municipality old city, 3) methods for cultural tourism promotion, 4) methods for the development of the cultural tourism administration, 5) methods for knowledge management, and 6) methods for the development of the community participation in cultural tourism development of Songkhla municipality old town.          Policy mea sures i n c ultural tourism de velopment of Songkhla municipality old city using people participation are 1) measures for conservation and development of cultural tourism in Songkhla municipality old city for world heritage purpose, 2) legal measures on conservations and development of cultural tourism, 3) measures in historical knowledge management and cultural heritage for tourists and the community of Songkhla municipality old city, 4) measures in the development of the cultural tourism potential of Songkhla municipality old city, 5) measures in cultural tourism promotion of Songkhla municipality old town, and 6) measures in the environmental conservation of cultural tourism destinations in Songkhla municipality old town.
