พระราชดำริกับนโยบายการเสริมสร้างสันติสุข ในจังหวัดชายแดนใต้

Abstract

          พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช ทรงมีพระราชดำริในด้านการสร้างความมั่นคงและความสงบสุขของชาติว่า ในการแก้ไขปัญหาความมั่นคงให้ลุล่วงไปได้นั้น จะต้องพัฒนาคุณภาพชีวิตและสภาพความเป็นอยู่ของประชาชน ผ่านหลักการ “เข้าใจ เข้าถึง พัฒนา” โดยเฉพาะในพื้นที่จังหวัดชายแดนใต้ซึ่งเกิดปัญหาความไม่สงบและความรุนแรงอันเป็นผลมาจากความแตกต่างทางด้านชาติพันธุ์ ศาสนา และอุดมการณ์ทางความคิด หน่วยงานที่มีหน้าที่รับผิดชอบในการบริหารจัดการแก้ไขภัยคุกคาม ด้านความมั่นคง ต่างน้อมนำเอายุทธศาสตร์พระราชทานดังกล่าวไปปฏิบัติ เพื่อเป็นแนวนโยบายสำหรับนโยบายในการสร้างสันติสุขในจังหวัดชายแดนใต้ และในการแก้ไขปัญหาจังหวัดชายแดนใต้อย่างต่อเนื่องจนถึงปัจจุบัน โดยในปัจจุบันยุทธศาสตร์พระราชทาน “เข้าใจ เข้าถึง พัฒนา” ปรากฏเป็นกรอบความคิดของนโยบายความมั่นคงแห่งชาติ 2558 - 2564 และนโยบายการบริหารและการพัฒนาจังหวัดชายแดนภาคใต้ 2560 - 2562 ซึ่งสะท้อนให้เห็นถึงพระปรีชาสามารถอันเป็นผลจากหลักการทรงงาน ในการเข้าใจถึงสภาพปัญหาเพื่อกำหนดแนวทางการแก้ไขปัญหา ต่อมาคือ การเข้าถึงพื้นที่เพื่อไปรับฟังปัญหาและความต้องการ และท้ายสุดคือ การพัฒนาผ่านการมีส่วนร่วมของคนในพื้นที่          His Majesty King Bhumibol Adulyadej’s had the initiative on security and peace building of the nation by stating that in order to solve any security problems it should be done by developing people’s quality of life and well-being. Solving security problems especially on Southern border provinces should be guided by the principle of understanding, comprehending, and developing to respond with insurgency and violence problems which is the result of ethnic, religious and ideological differences.           The responsible agencies for solving security threats continuously adopt his Majesty principle as a policy guidance to peace building and solving problems of Southern borders. In present, His Majesty principle of understanding, comprehending, and developing is adopted as key policy conceptual framework of National Security Policy of Thailand (2015 - 2021) and Development Administration Policy of Southern Border Provinces (2017 - 2019). This is the evidence of his ability that was resulted from his working principle in order to understand the state of the problem to formulate the solutions, to access to the areas for listening to the needs and problem of the people, and to develop through the participation of the people in the area.
