วัฒนธรรมประชาธิปไตยกับพัฒนาการทางสังคมไทย

Abstract

          วัฒนธรรมประชาธิปไตยเป็นชุดขององค์ประกอบทางวัฒนธรรมซึ่งเกิดขึ้นจากสมาชิกของสังคมยอมรับคุณค่าประชาธิปไตยว่าเป็นแก่นสำคัญในการพัฒนาสังคม วัตถุประสงค์ของบทความนี้คือ เพื่อศึกษาระดับการรับรู้วัฒนธรรมประชาธิปไตยของประชาชนไทย อุปสรรคของวัฒนธรรมประชาธิปไตยที่ส่งผลถึงพัฒนาการทางสังคมของไทย เพื่อเสนอมาตรการที่เป็นทางออก โดยอาศัยระเบียบวิธีวิจัยแบบผสม ผลสรุปการวิจัยพบว่า การรับรู้วัฒนธรรมประชาธิปไตยและพัฒนาการทางสังคมของไทยอยู่ที่ระดับสูง (ค่าเฉลี่ย 3.51 และ 3.64) แต่วัฒนธรรมประชาธิปไตยมีความสัมพันธ์กับพัฒนาการทางสังคมในระดับต่ำ (r = -.599) ในทิศทางตรงข้าม อุปสรรคของวัฒนธรรมประชาธิปไตยเกิดจากความไม่เท่าเทียมกัน ระบบอุปถัมภ์ระยะห่างของอำนาจ วัฒนธรรมพีระมิด ข้อเสนอแนะคือ การเสริมสร้างวัฒนธรรมประชาธิปไตย โดยอาศัยปัจจัยชี้ขาด ได้แก่ (1) คุณค่าประชาธิปไตย (2) อำนาจที่ประชาชนได้รับเพิ่มขึ้น (3) ผู้นำที่มีจิตใจประชาธิปไตยและจริยธรรม (4) ระบบราชการที่มีประสิทธิภาพ (5) ข้าราชการมืออาชีพที่มีอุดมการณ์ (6) พลเมืองที่มีความรู้ (7) การบังคับใช้กฎหมายที่ยุติธรรม (8) การบริหารแบบมีส่วนร่วม (9) จริยธรรมและธรรมาภิบาลในสังคม (10) การพัฒนามนุษย์และคุณภาพชีวิตพลเมือง          Democratic culture is the valuable set of cultural elements produced by members of the democratic value as essence of their effort to develop society. This article aimed to study the level of democratic culture and barriers to democratic culture affecting to Thai societal development, and to provide determining indicators, which can promote strong democratic culture and advanced democracy among public sphere. Both questionnaires and interview schedule were synthesized in mixed method. The conclusion are as follows: (a)citizen perception on both democratic culture and Thai societal development are of at high level (mean value 3.51 and 3.64), (b) relationship between democratic culture and Thai societal development were negatively correlated in one way direction at low level (r=-.599), (c) major barriers to democratic culture derived from: inequality rooted upon nepotism, patronage or spoil system, high power distance, and pyramid scheme. The recommendation provides 10 determinant indicators to cultivate democratic culture: (1) democratic values, (2) empowered citizen, (3) democratic and ethical leaders, (4) efficient bureaucracy, (5) ideologies and professionalism of public servant, (6) development of citizen’ s knowledge, (7) equality of law enforcement, (8) participative management, (9) ethics and governance in society, (10) human capital development and well- being of citizen.
