การกระทำความรุนแรงต่อผู้สูงอายุภายในครอบครัว : สาเหตุและแนวทางการป้องกัน

Abstract

           สังคมไทยกำลังปรับเปลี่ยนไปสู่สังคมผู้สูงอายุ ทำให้มีจำนวนผู้สูงอายุเพิ่มมากขึ้นกว่าสัดส่วนของประชากรวัยอื่น มีความเสี่ยงที่จะเกิดปัญหาการกระทำความรุนแรงต่อผู้สูงอายุในครอบครัวเพิ่มมากขึ้น บทความชิ้นนี้มีจุดมุ่งหมายที่จะอธิบายถึงการกระทำความรุนแรงต่อผู้สูงอายุภายในครอบครัว สาเหตุของการกระทำความรุนแรงต่อผู้สูงอายุ และแนวทางป้องกันการกระทำความรุนแรงต่อผู้สูงอายุ ข้อค้นพบที่สำคัญของบทความนี้คือ แนวโน้มการกระทำความรุนแรงต่อผู้สูงอายุภายในครอบครัวมีความเสี่ยงที่จะเพิ่มขึ้นตามจำนวนประชากรผู้สูงอายุที่มีสัดส่วนเพิ่มขึ้น สาเหตุของการกระทำความรุนแรงต่อผู้สูงอายุ มาจากหลายปัจจัยที่เกิดขึ้นได้พร้อมกันในหลายระดับ ตั้งแต่ระดับปัจเจกบุคคล ครอบครัว ชุมชน สังคม สภาพแวดล้อมต่าง ๆ นำไปสู่ปัญหาการละเมิดสิทธิมนุษยชนและการก่อปัญหาอาชญากรรม ซึ่งสภาพการณ์ที่กำลังเกิดขึ้นเป็นเรื่องท้าทายหน่วยงานภาครัฐที่จะแก้ไขปัญหา และป้องกันไม่ให้เกิดการกระทำความรุนแรงต่อผู้สูงอายุภายในครอบครัว           As Thai society is shifting to an aging society, the proportion of the elderly population is expected to be larger than the proportion of the other age population. Therefore, it is likely that the risk of domestic violence against the elderly will increase. The objective of this article is to illustrate the actions of domestic violence against the elderly, the causes of violence against the elderly, and preventive measures concerning violence against the elderly. The significant findings of this article are that 1) the tendency of domestic violence against the elderly is at risk of increasing since the proportion of the elderly population has continuously escalated, 2) the causes of violence against the elderly originate from a number of various factors, that occur simultaneously at different levels from individuals, families, communities, societies, and environments, which lead to the violation of human rights and increasing crime problems. The current circumstance poses a challenge for government agencies to solve the problems effectively as well as preventing domestic violence against the elderly.
