ความคิดเห็นของผู้ปฏิบัติงานต่อการใช้ระบบการบริหารการเงินการคลังภาครัฐแบบอิเล็กทรอนิกส์ (GFMIS) ระบบจัดซื้อ/จัดจ้างมหาวิทยาลัยเกษตรศาสตร์

Abstract

          การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาของผู้ปฏิบัติงานเกี่ยวกับการบริหารการเงินการคลังภาครัฐแบบอิเล็กทรอนิกส์ ระบบการจัดซื้อ/จัดจ้าง เพื่อแนวทางในการปฏิบัติงานที่เหมาะสม โดยศึกษาปัญหา ด้านบุคลากร ด้านระบบการจัดซื้อ/จัดจ้าง ด้านทรัพยากรองค์กร ด้านงบประมาณ ด้านกฎระเบียบพัสดุ ขั้นตอนการจัดซื้อ/จัดจ้าง และปัญหาระบบบริหารการเงินการคลัง ภาครัฐแบบอิเล็กทรอนิกส์ ระบบการจัดซื้อ/จัดจ้าง โดยศึกษาปัจจัยด้าน เพศ อายุ ประสบการณ์ทำงานด้านพัสดุ การฝึกอบรมระบบ GFMIS แหล่งความรู้ระบบ GFMIS ระยะเวลาความรู้คอมพิวเตอร์พื้นฐาน คอมพิวเตอร์ที่ใช้ หน่วยงานที่ดูแลบำรุงรักษาคอมพิวเตอร์ งบประมาณ และแหล่งความรู้ด้านกฎระเบียบพัสดุ โดยวิเคราะห์ผลการศึกษาด้วยการคำนวณหาร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทกสอบทีเทส การวิเคราะห์ความแปรปวนทางเดียว one way ANOVA การทดสอบรายคู่โดยหาความแตกต่างโดยวิธี LSD แลการวิเคราะห์แบบถดถอยแบบเส้นตรงพหูคุณ Multiple Regression Analysis ผลของการศึกษาพบว่า ปัจจัยที่มีผลต่อปัญหาระบบบริหารการเงินการคลังภาครัฐแบบอิเล็กทรอนิกส์ GFMIS ระบบการจัดซื้อ/จัดจ้าง ได้แก่ ปัจจัยด้านบุคลากร ปัจจัยระบบการจัดซื้อ/จัดจ้าง ปัจจัยด้านทรัพยากรองค์กร ปัจจัยด้านระเบียบพัสดุฯ กระบวนการจัดซื้อ/จัดจ้าง           This research has the objectives 1) to investigate problem in Government Fiscal and Momentary Information system, Procurement system, of personnel, and 2) to recommend appropriate operation guidelines. The research studied problem about personnel, procurement system, organization resources, budget, package rules and regulation, procurement process, and problem of the procurement system in GFMIS. The study compared gender, age, package working experience, GFMIS training, GFMIS knowledge source, basic computer knowledge, computer in use, computer maintenance unit, budget, and knowledge source on package rules and regulation. Result of the study were analyzed using Percentage, Mean, Standard Deviation, t-test, one way ANOVA, LSD paired-comparison, and Multiple Regression Analysis.          Results indicate that most of the personnel working in the unit are female, 31-40 years old, and 0-8 years of package working experience. The problem in overall regarding personnel, procurement system, organization resources, budget, package rules and regulation of the procurement process are at the moderate level. And the problems of the procurement system in GFMIS are at a high level.          Results show that factors which influence the problem of the procurement system in GFMIS include personnel factors, procurement system factors, organization resources factors, and package rules and regulation factors of the procurement process.
