รูปแบบการจัดการของจังหวัดในการขับเคลื่อนเศรษฐกิจพื้นที่ติดต่อกับเขตเศรษฐกิจพิเศษ : กรณีศึกษา จังหวัดสระแก้ว

Abstract

          การวิจัยครั้งนี้ เป็นการวิจัยโดยมีวัตถุประสงค์ คือ เพื่อพัฒนารูปแบบการจัดการของจังหวัดในการขับเคลื่อนเศรษฐกิจพื้นที่ติดต่อกับเขตเศรษฐกิจพิเศษ : กรณีศึกษาจังหวัดสระแก้ว ดำเนินการวิจัย 4 ขั้นตอน ขั้นตอนที่ 1 เป็นการทบทวนสถานะปัจจุบันจากการทบทวนวรรณกรรม ขั้นตอนที่ 2 เพื่อยืนยันผลการทบทวนวรรณกรรมและค้นหาปัจจัยที่จำเป็นต่อการขับเคลื่อนเศรษฐกิจของจังหวัด จึงดำเนินการสัมภาษณ์เชิงลึก ขั้นตอนที่ 3 เป็นการศึกษาถึงปัจจัยที่ใช้ในการขับเคลื่อนเศรษฐกิจของจังหวัด โดยใช้เทคนิคเดลไฟล์ (Delphi Technic) ใช้แบบสอบถามจำนวน 3 รอบ ผู้เชียวชาญจำนวน 20 คน ใช้การเลือกแบบเจาะจง ขั้นตอนที่ 4 เป็นการสังเคราะห์รูปแบบและรับรองรูปแบบการจัดการของจังหวัดในการขับเคลื่อนเศรษฐกิจในพื้นที่ติดต่อกับเขตเศรษฐกิจ : กรณีศึกษาจังหวัดสระแก้ว ผู้ทรงคุณวุฒิที่มีความเชี่ยวชาญจาก สำนักงานสภาพัฒนาเศรษฐกิจและสังคมแห่งชาติ จำนวน 3 คน โดยการประชุมกลุ่ม เครื่องมือที่ใช้เป็นแบบสอบถาม แนวทางการสัมภาษณ์เชิงลึก การสนทนากลุ่ม และการสังเกตแบบไม่มีส่วนร่วม รวบรวมข้อมูลและวิเคราะห์ข้อมูลเชิงปริมาณด้วยโปรแกรม คอมพิวเตอร์สำเร็จรูป สถิติที่ใช้ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพ ด้วยการวิเคราะห์แบบอุปนัย (Induction Analysis) ผลการวิจัยพบว่า มีปัจจัยด้านต่าง ๆ ที่มีส่วนในการขับเคลื่อนอยู่ 15 ด้าน โดยการขับเคลื่อนต้องดำเนินการผ่านกลุ่มบุคคล 3 ฝ่ายคือ 1. เจ้าหน้าที่ภาครัฐ ซึ่งจะทำหน้าที่เป็นผู้ประสานงาน ให้เกิดความร่วมมือจากทุกฝ่าย 2. ประชาชนและชุมชน ในพื้นที่ติดต่อกับพื้นที่เศรษฐกิจพิเศษ ทำหน้าที่ให้เกิดกิจกรรมในระบบห่วงโซ่คุณค่า (Value Chain ) ต่อเนื่องจากการที่นักลงทุนมาลงทุนในพื้นที่เขตเศรษฐกิจพิเศษ 3. นักลงทุนหรือผู้ประกอบการให้ความร่วมมือกับภาครัฐและประชาชน หรือชุมชนในพื้นที่ติดต่อกับเขตเศรษฐกิจพิเศษที่ตนเข้าไปลงทุน ในการพัฒนาห่วงโซ่คุณค่าให้เกิดขึ้นในพื้นที่และชุมชน ซึ่งจะทำให้เศรษฐกิจของทุกภาคส่วนดีขึ้น           This research is aimed at developing the province's management model in driving the economy of the area, contacting the Special Economic Zone: a case study of Sa Kaeo Province. Expert with expertise from Office of the National Economic and Social Development Council, number of expert is 3 persons, by group meeting. Tooling are used as questionnaires, guidelines for in-depth interviews, Group conversation and observation without participation. Collect data and analyze quantitative data with the program Computer prefabricated statistics using percentage, mean, and standard deviation. And analyze qualitative data with induction analysis. (Induction Analysis) There are 15 factors that are driven by the drive. The operation must be carried out through 3 groups of people: 1. Government officials. Which will act as a coordinator to create cooperation from all parties. 2. People and communities in contact areas with special economic areas acting to create activities in the value chain system following the investor's investment in the special economic zone area. 3. Investors or entrepreneurs cooperate with the government and people or communities in the area, which to contact the district Special economy zone, that he invested in. In the development of the value chain in the area and community which will improve the economy of all sectors.
