รูปแบบการบริหารงบประมาณดำเนินงาน ระดับสถานีตำรวจภูธร สังกัดตำรวจภูธร ภาค 2 อย่างมีประสิทธิภาพ

Abstract

          การวิจัยครั้งนี้ เป็นการวิจัยโดยมีวัตถุประสงค์ รูปแบบการบริหารงบประมาณดำเนินงาน ระดับสถานีตำรวจภูธร สังกัดตำรวจภูธร ภาค 2 อย่างมีประสิทธิภาพ ดำเนินการวิจัย 4 ขั้นตอน ขั้นตอนที่ 1 เป็นการทบทวนสถานะปัจจุบันจากการทบทวนวรรณกรรม ขั้นตอนที่ 2 ดำเนินการวิจัยเชิงปริมาณ โดยใช้แบบสอบถามเป็นเครื่องมือในการศึกษา ประชากรที่ใช้ในการศึกษาประกอบด้วย เจ้าหน้าที่ตำรวจที่ทำหน้าที่เป็นเจ้าหน้าที่ด้านงบประมาณ ระดับสถานีตำรวจ สังกัดตำรวจภูธรภาค 2 ทุกสถานี จำนวน 145 สถานี จำนวน ผู้ตอบแบบสอบถามจำนวน 290 คน ขั้นตอนที่ 3 เป็นการศึกษาวิจัยเชิงคุณภาพ โดยนำผลที่ได้จากการวิจัยเชิงปริมาณมาสร้างเป็นแบบสัมภาษณ์ เพื่อสัมภาษณ์เชิงลึก (In-depth interview ) ผู้เชี่ยวชาญจำนวนรวมทั้งสิ้น 10 คน แบ่งเป็นผู้เชี่ยวชาญจากเจ้าหน้าที่ตำรวจที่เป็นผู้ปฏิบัติงานในสายงานด้านงบประมาณ เครื่องมือที่ใช้เป็นแบบสัมภาษณ์ ขั้นตอนที่ 4 การยืนยันผลการศึกษา โดยการจัดประชุมกลุ่ม (Focus group) จำนวน 11 ท่าน เครื่องมือที่ใช้เป็นแบบสัมภาษณ์ ผลการวิจัยพบว่า มีปัจจัยที่ส่งผลต่อประสิทธิภาพในการจัดการงบประมาณดำเนินการ รับสถานีตำรวจภูธร สังกัดตำรวจภูธรภาค 2 มีจำนวน 12 ปัจจัย ซึ่งประกอบด้วย 1) ปัจจัยทางด้านกำลังคน (Right man) 2) ปัจจัยด้านเครื่องมืออุปกรณ์ที่ทันสมัย (New technology machine) 3) ปัจจัยด้านข้อมูลที่จำเป็นต้องใช้เพื่อเป็นวัตถุดิบในการจัดทำงบประมาณ (Free material) 4. ปัจจัยด้านการปรับปรุงวิธีการที่ใช้ในการที่ใช้ในการจัดทำงบประมาณ (Reengineering) 5) ปัจจัยด้านสภาพแวดล้อมในการทำงาน (Good workplace) 6) ปัจจัยเรื่องการมอบหมายงาน (Delegation) 7) ปัจจัยด้านการวางแผน (Well planning) 8) ปัจจัยด้านการจัดองค์กร (Efficiency organization) 9) การให้คำชี้แนะ (Advice ) 10) การควบคุมและติดตามงาน (Control and monitoring) 11) ปัจจัยด้านการสร้างวัฒนธรรมองค์กรที่ดี (Well culture) 12) การสร้างขวัญกำลังใจในการทำงาน (Encouragement) จึงได้สังเคราะห์เป็นรูปแบบการจัดการ งบประมาณตำรวจ 12 ปัจจัย (Police budget management 12 factors models)           This research has the objective is developing operating budget management model of Provincial Police Station, with under the Provincial Police Region 2, as effectively. Conducting research 4 steps. Step 1 is a review of the current status from the literature review. Step 2 Perform quantitative research. By using questionnaires as educational tools. The population used in the study consisted of Police officer who acts as a budget officer Police station level Under the Police Department Region 2, all stations. The number 145 stations, number of 290 respondents. Step 3 is a qualitative research study. By using the results from quantitative research to create an interview form for In-depth Interview, a total of 10 experts. Step 4 Confirmation of results, by organizing the Focus Group which experts total 11 people. Tools used as an interview form. Collect data and analyze quantitative data with the program Computer prefabricated statistics using percentage, mean, and standard deviation and analyze qualitative data with induction analysis.
