ประชาธิปไตยแบบปรึกษาหารือในชุมชนท้องถิ่นไทย: ประสบการณ์จากภาคสนาม

Abstract

ประสบการณ์จากการทำงานภาคสนามชี้ให้เห็นว่า ประชาธิปไตยแบบ ปรึกษาหารือในชุมชนท้องถิ่นที่เป็นกรณีศึกษา มีลักษณะที่แตกต่างไปจากความ คิดประชาธิปไตยแบบปรึกษาหารือในบริบทของสังคมตะวันตก ที่เป็นเช่นนั้น เพราะปฏิบัติการด้านการสื่อสารบนพื้นที่สาธารณะผ่านการพูดคุยใน “สภากาแฟ” นั้นไม่ใช่การถกเถียงหรือโต้แย้งโดยใช้เหตุผลหักล้างเหตุผลเพื่อแสวงหาฉันทามติ ตรงกันข้ามกลับเป็นปฏิบัติการในลักษณะ “การปรับทุกข์ เล่าสุข และแสวงหา ทางออกร่วมกัน” ของกลุ่มชนชั้นนำในชุมชนท้องถิ่น ขณะเดียวกันพื้นที่สาธารณะ แห่งนี้ ก็เป็นพื้นที่ ๆ ไม่เป็นทางการ และไม่มีเจตจำนงในการช่วงชิงอำนาจทางการ เมืองแต่ผลจากการพูดคุยกลับกลายเป็นข้อผูกมัดทางการเมืองที่เป็นทางการ อันเป็นผลให้หน่วยงานที่เกี่ยวข้องจะต้องปฏิบัติตามAfter conducting fieldwork, the researcher found that deliberative democracy in the case study area is different from deliberative democracy in the Western context. The reason is that communication action in the public sphere in the form of “Coffeehouse Forum” is not a consensus discussion through a process of reasoning. On the other hand, it is more like the practice to “confide, share ideas and seek solutions together” among local elites. But at the same time, this is an unofficial public sphere and they have no intention of seeking political power. However, the outcomes have become political obligation and related organizations must act accordingly.
