Abstract

เศรษฐศาสตร์การเมืองถือเป็นสาขาวิชาใหม่สำหรับสังคมไทย เมื่อเปรียบ เทียบกับสาขาวิชาอื่น ๆ เช่น รัฐศาสตร์ นิติศาสตร์ โดยการศึกษาเศรษฐศาสตร์ การเมืองไทยมีสองลักษณะคือ ในอดีตจะอยู่นอกสถาบันการศึกษาเป็นศาสตร์ ที่ได้รับความสนใจเฉพาะในหมู่ปัญญาชนเป็นส่วนใหญ่ เนื่องจากเศรษฐศาสตร์ การเมืองมีพื้นฐานการทำความเข้าใจโลกและสังคมบนรากฐานทางวิชาการ มีการ วิพากษ์อย่างสร้างสรรค์เพื่อชี้นำสังคมไปสู่การเปลี่ยนแปลง จึงส่งผลให้ไม่ถูกใจ ผู้ที่มีอำนาจ ในช่วงที่สังคมไทยตกอยู่ภายใต้บรรยากาศของการปกครองแบบ เผด็จการ แต่เมื่อบรรยากาศทางการเมืองคลี่คลายไปสู่ความเป็นประชาธิปไตย มากขึ้น การศึกษาเศรษฐศาสตร์การเมืองก็เข้าสู่รั้วมหาวิทยาลัย โดยมีการ บรรยายวิชาเศรษฐศาสตร์การเมืองสำหรับนักศึกษาครั้งแรก เมื่อปี พ.ศ. 2519 ที่คณะเศรษฐศาสตร์ มหาวิทยาลัยธรรมศาสตร์ แต่สิ่งที่ทำให้เศรษฐศาสตร์ การเมืองเป็นที่รู้จักของสังคม คือ การก่อตั้งกลุ่มเศรษฐศาสตร์การเมืองขึ้น ที่คณะเศรษฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย เมื่อปี พ.ศ. 2522 ซึ่งเป็น สำนักคิดที่สำคัญ กระทั่งปัจจุบันมีการจัดการศึกษาตั้งแต่ระดับปริญญาตรี ถึงระดับปริญญาเอก ที่คณะรัฐศาสตร์และนิติศาสตร์ มหาวิทยาลัยบูรพา หนึ่งในผู้ที่มีบทบาทสำคัญในการก่อตั้ง วางรากฐาน เผยแพร่ความคิด ทาง เศรษฐศาสตร์การเมืองของประเทศไทย คือ ดร.ปรีชา เปี่ยมพงศ์สานต์ จึงเป็น ที่มาสำคัญของบทความนี้ โดยมีวัตถุประสงค์เพื่อศึกษาแนวความคิดทาง เศรษฐศาสตร์การเมืองของ ดร.ปรีชา เปี่ยมพงศ์สานต์ ซึ่งถือเป็นนักคิด ทางเศรษฐศาสตร์การเมืองที่สำคัญคนหนึ่งของประเทศไทยPolitical economy is a new field of study in Thailand, compared to other fields such as political science and law. There are two types of study on Thai political economy. In the past, this field of study was not part of educational institutes and was interested merely by scholars. Since political economy is based on understanding of the world and society on academic foundation with creative criticism for guiding a society to a new change, it resulted in dissatisfaction from authorities during the governance of dictatorship. Nevertheless, after the governance of the country was changed into democracy, political economy has become a part of university study. In 1976, the first lecture on political economy for students was held at the Faculty of Economics, Thammasart University. The reason making political economy become well-known was the foundation of political economy group which was an important school of thought at the Faculty of Economics, Chulalongkorn University in 1979. At present, there are courses of study in Bachelor, Master, and Doctoral Degrees at the Faculty of Political Science and Law, Burapa University. The key person who initiated, laid the foundation of, and propagated the concept of Political economy in Thailand was Dr. Preecha Piamphongsant. This research, thus, aimed to study the political economy theory of Dr. Preecha Piamphongsant, one of the most important political economy scholars of Thailand.
