Abstract

          การทำงานภาคประชาสังคม เป็นงานที่ประสบปัญหาอุปสรรคและมีข้อ ท้าทายในการทำงานอย่างมาก แม้แต่กับคณะทำงานเครือข่ายภาคประชาสังคมจังหวัด ซึ่งเป็นคณะทำงานที่ได้รับการแต่งตั้งตามกฎหมาย เสียงสะท้อนจากคณะทำงานบ่งชี้ให้เห็นชัดเจนว่า ปัญหาทั้งระดับโครงสร้างและระดับปัจเจกบุคคลเป็นสิ่งที่บั่นทอนความเติบโต และความเข้มแข็งของภาคประชาสังคม ไม่ว่าจะเป็นระบบการเมือง ที่การเมืองไทยภายใต้การปกครองของทหารที่ไม่เข้าใจ และไม่เห็นความสำคัญของการเคลื่อนไหว ของภาคประชาสังคม ความเข้าใจและสนับสนุนจาก ส่วนราชการและท้องถิ่น ทัศนคติของข้าราชการและเจ้าหน้าที่ที่เกี่ยวข้อง รวมทั้ง โครงสร้างวัฒนธรรมไทยบางอย่าง ฉะนั้นหากปัญหาไม่ได้รับการพิจารณาเพื่อแก้ไข อย่างจริงจัง พลังประชาชนก็จะอ่อนแอลงเรื่อย ๆ จนไม่สามารถเป็นภาคส่วนที่ทัดทาน และสนับสนุนการทำงานของภาครัฐและภาคเอกชนได้           Civil society is a very tough and very challenging task.
