ยุทธศาสตร์การพัฒนา ความเปลี่ยนแปลงปฏิบัติการทางสังคม และข้อเสนอเชิงนโยบายภายใต้การพัฒนาอุตสาหกรรมในพื้นที่มาบตาพุด จังหวัดระยอง

Abstract

              งานวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์ ยุทธศาสตร์ ผลจากการพัฒนา รวมทั้งเสนอแนวทางและมาตรการเชิงนโยบาย ผลการวิจัย พบว่า การพัฒนาอุตสาหกรรมในพื้นที่มาบตาพุด เปรียบเสมือนการผลิตซ้ำเพื่อสืบทอดอุดมการณ์พัฒนากระแสหลัก ภายใต้กระบวนทัศน์ของทฤษฎีความทันสมัย โดยใช้ยุทธศาสตร์เติบโตแบบไม่สมดุล ส่วนผลจากการพัฒนาอุตสาหกรรม ก่อให้เกิดความเปลี่ยนแปลงทางเศรษฐกิจ สังคม ทั้งในเชิงลึกและวงกว้าง ซึ่งความเปลี่ยนแปลงดังกล่าว กลายเป็นเงื่อนไขเชิงโครงสร้างที่ส่งผลต่อปฏิกิริยา และปฏิบัติการทางสังคมของผู้คนกลุ่มต่าง ๆ สำหรับแนวทางและมาตรการเชิงนโยบายการพัฒนาอุตสาหกรรม จำเป็นต้องปรับกระบวนทัศน์การพัฒนา เพื่อนำไปสู่ความสมานฉันท์หรือการได้รับผลประโยชน์ร่วมกันในสังคมอุตสาหกรรม                  This research aimed to analyze the strategy results from development Including proposing guidelines and policy measures. The study found that industrial development in the Map Ta Phut area as the reproduction mainstream development ideology, under the paradigm of modernization theory by using an unbalanced growth strategy. The result of the industry development has caused economic and social, changes in both depth and breadth which the change became a structural condition that affected the reaction and social practices of various groups of people. For guidelines on policy measures of industrial development, They needed to adjust the development paradigm in both policy and practice, to lead to reconciliation and mutual benefit in industrial society.
