The Leadership of Administratiors in the Educaton Service Areas in the next decade

Abstract

             การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาภาวะผู้นำของผู้บริหารเขตพื้นที่การศึกษาในทศวรรษหน้า โดยใช้เทคนิคเดลฟาย กลุ่มตัวอย่างที่ใช้ในการศึกษาได้มาโดยการเลือกแบบเจาะจง จำนวน 24 คน ซึ่งเป็นผู้มีบทบาทเกี่ยวข้องกับการปฏิรูปการศึกษา ตามนัยในพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 ได้แก่ ผู้นำในด้านการกำหนดนโยบาย และการวางแผนการดำเนินงานการปฏิรูปการศึกษา ผู้นำขององค์กรบริหารการศึกษา และผู้นำทางวิชาการ เครื่องมือที่ใช้เป็นแบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ สถิติที่ใช้ ได้แก่ มัธยฐาน และพิสัยระหว่างควอไทล์          ผลการวิจัยจากการวิเคราะห์ความเห็นของผู้เชี่ยวชาญพบว่า ภาวะผู้นำของผู้บริหารเขตพื้นที่การศึกษาในทศวรรษหน้าสอดคล้องกับแบบจำลองความคิดภาวะผู้นำในอนาคตของอูลริช (1996) ซึ่งประกอบด้วย          1. คุณลักษณะส่วนตนด้านความน่าเชื่อถือ มีคุณลักษณะสำคัญ 5 ประการ ดังนี้ 1) เป็นผู้ที่มีความฉลาดและมีวิสัยทัศน์กว้างไกล 2) เป็นผู้ที่มีทักษะในการสื่อสาร 3) เป็นผู้ที่เข้าถึงได้ 4) เป็นผู้ที่มีความเชื่อมั่นในหลักการ ค่านิยมที่ถูกต้อง และมีความจริงใจต่อความเชื่อ 5) เป็นผู้ที่มีความกล้าพึ่งตนเองด้วยความมั่นใจและมีพลังมุ่งมั่นต่อความสำเร็จ           2. ความสามารถเชิงบริหารจัดการ มีคุณลักษณะสำคัญ 5 ประการ ดังนี้ 1) ความสามารถในการวิเคราะห์และวางแผน 2) ความสามารถในการสร้างวิสัยทัศน์ร่วม 3) ความสามารถในการบริหารจัดการทรัพยากร 4 ด้าน คือ งบประมาณ, แหล่งความรู้ สื่อและนวัตกรรม, อาคารสถานที่ และบุคลากร 4) ความสามารถในการเสริมสร้างขวัญและกำลังใจ 5) ความสามารถในการติดตามงานและการประเมินผลการดำเนินงาน          The purpose of this research was to investigate the leadership of administrators in the education service areas in the next decade. The method used in this study was Delphi Technique and the sample was 24 experts by consisting of three groups; educational reformation leader, educational administration leader, and academic leader. The research instruments were the semi-structured interview form and a five rating scales questionnaire. Median and interquartile range were used in this study.          The found that the leadership of administrators in the education service areas in the next decade was consistent with the leader of the future of Ulrich’s model (1996) as follows:          1. Personal credibility, including five characteristics: 1) Having intelligence and worldwide vision 2) Communication skill 3) Being approachable 4) Belief in right principle and strong value 5) Having bravery and determination.          2. Organizational capability, including five characteristics: 1) Ability of analysis and planning 2) Ability of inspiring a shared vision 3) Ability of resources management classified in four items: the budget management, the knowledge resources media and innovation management, building management, and human resource management. 4) Ability of reinforcement 5) Ability of monitoring and assessment.
