รูปแบบการใช้ชุมชนเป็นฐานในการบริหารโรงเรียนขนาดเล็ก

Abstract

บทคัดย่อ         การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างและเพื่อตรวจสอบประสิทธิผลของรูปแบบการใช้ชุมชนเป็นฐานในการบริหารโรงเรียนขนาดเล็ก โดยใช้วิธีการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research: PAR) ด้วยวงจรปฏิบัติการของเคมมิสและแม็คแทกการ์ท (Keemmis & McTaggart, 1998) สนามที่ผู้วิจัยศึกษาได้แก่ การศึกษานำร่องที่โรงเรียนบ้านทุ่งบอน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาจันทบุรี เขต 2 และเก็บรวบรวมข้อมูลจริงที่โรงเรียนวัดตันติการาม มิตรภาพที่ 109 สำนักงานเขตพื้นที่การศึกษานราธิวาสเขต 3 โดยใช้วิธีการสัมภาษณ์ระดับลึก การสนทนากลุ่ม การวิเคราะห์เอกสาร การสังเกตแบบมีส่วนร่วม และการใช้แบบสอบถาม โดยมีผู้ให้ข้อมูลหลัก ได้แก่ คณะครูและผู้บริหารสถานศึกษา คณะกรรมการสถานศึกษาขั้นพื้นฐาน กลุ่มประชาชน และกลุ่มองค์กรปกครองส่วนท้องถิ่น การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหาเพื่อสังเคราะห์รูปแบบเชิงองค์ประกอบ และตรวจสอบความตรงของรูปแบบโดยกสนวิเคราะห์องค์ประกอบเชิงยืนยัน (CFA) ด้วยข้อมูลจากแบบสอบถามที่ส่งให้กลุ่มตัวอย่าง ซึ่งได้แกผู้บริหารสถานศึกษา ครู และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน          ผลการวิจัยพบว่า 1. รูปแบบการใช้ชุมชนเป็นฐานในการบริหารโรงเรียนขนาดเล็ก มี 4 องค์ประกอบคือ 1) การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐาน 2) การมีส่วนร่วมกับองค์กรปกครองส่วนท้องถิ่น 3) การมีส่วนร่วมของผู้ปกครองนักเรียนและ 4) การมีส่วนร่วมการสร้างความสัมพันธ์ชุมชน 2. ประสิทธิผลของรูปแบบการใช้ชุมชนเป็นฐานในการบริหารโรงเรียนขนาดเล็ก อยู่ในระดับดี คือ (1) นักเรียนสามารถเข้าศึกษาต่อโรงเรียนที่มีการแข่งขันในอัตราสูงได้ (2) การพัฒนานักเรียนให้มีทัศนะคติทางบวกสอดคล้องกับคุณลักษณะอันพึงประสงค์ (3) การปรับเปลี่ยนและการพัฒนาโรงเรียน ชุมชนให้ความร่วมมือในกิจกรรมที่โรงเรียนจัดขึ้นสภาพแวดล้อมโรงเรียนสวยงาม (4) การแก้ปัญหาภายในโรงเรียน มีระบบ การทำงานเป็นทีม การมีส่วนร่วม และความเป็นประชาธิปไตย ABSTRACT          The purposes of this research were to create the community based model for small size school administration and to evaluate the effectiveness of the community based model for small size school administration. The research methodology was the participation action research (PAR) based on the action research theory of Keemmis & McTaggart (1998). The author investigated Bentungbon School, Chanthaburi Primary Educational Service Area Office 2 as a pilot school and Wattantikaram School, Narathiwas Primar Education Service Area Office 3 as a study school. Data were collected by in-depth interview, group discussion, document analysis, participative observation, and questionnaire. Data was analyzed by a content analysis technique. The samples were 48 representative from educational institution administrators, teachers and chairpersons of the Basic Education Institution Committee.          The findings revealed that:          1. The community based model for small size school administration was composed of 4 factors: (1) the participation with the local administration organization, (2) the participation with the committee for the basic education, (3) the participation with the parent, and (4) the participation for creating relationship with communities.          2. The effectiveness of the model for small size school administration was at the good level which were: (1) students are able to enter high competitive schools (2) development of student’s positive attitude consistent to student’s desirable characteristics (3) school renovation and development; community collaboration in  school environment improvements activities and (4) internal problem solving; staff teamwork, participative and democracy.
