การเตรียมความพร้อมเพื่อเข้าสู่การเป็นประชาคมอาเซียนของคณะศึกษาศาสตร์ มหาวิทยาลัยบูรพา

Abstract

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาความพร้อมเพื่อเข้าสู่การเป็นประชาคมอาเซียน และวิเคราะห์ข้อเสนอแนะเพื่อการปรับปรุงและพัฒนาคณะศึกษาศาสตร์ มหาวิทยาลัยบูรพา เพื่อเข้าสู่การเป็นประชาคมอาเซียน ประชากรในการวิจัยครั้งนี้ ได้แก่ บุคลากรทุกระดับและทุกสายงานของคณะศึกษาศาสตร์ มหาวิทยาลัยบูรพา จำนวน 159 คน เครื่องมือที่ใช้ในการวิจัย ประกอบด้วย แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน () สำหรับข้อมูลเชิงปริมาณ และการวิเคราะห์เนื้อหา (Content Analysis) สำหรับข้อมูลเชิงคุณภาพ          ผลการวิจัยพบว่า          1.การเตรียมความพร้อมเพื่อเข้าสู่การเป็นประชาคมอาเซียนของคณะศึกษาศาสตร์ มหาวิทยาลัยบูรพา ตามความคิดเห็นของอาจารย์ผู้สอน โดยรวมอยู่ในระดับปานกลาง เรียงลำดับตามคะแนนเฉลี่ยจากมากไปน้อย ได้แก่ ด้านกฎระเบียบต่าง ๆ ด้านบุคลากร ด้านวิชาการ ด้านงบประมาณ ด้านสิ่งอำนวยความสะดวกอื่น ๆ และด้านอาคารสถานที่ ตามลำดับ          2.แนวทางการเตรียมความพร้อมของคณะศึกษาศาสตร์ ได้แก่ 1) ด้านวิชาการ ควรพัฒนาหลักสูตรให้รองรับประชาคมอาเซียน และแสดงถึงอัตลักษณ์ของความเป็นครูไทย 2) ด้านบุคลากร ควรมีโครงการแลกเปลี่ยน หมุนเวียนอาจารย์ และสนับสนุนให้บุคลากรสื่อสารกับนิสิตต่างชาติได้ 3) ด้านงบประมาณ ควรจัดสรรงบประมาณโดยคำนึงถึงความจำเป็นเร่งด่วน และตอบสนองต่อแผนยุทธศาสตร์ของคณะ 4) ด้านกฎระเบียบต่าง ๆ ควรปรับปรุงระบบการรับนิสิตให้เป็นระบบออนไลน์ และออกใบประกอบวิชาชีพครูที่สามารถใช้ในกลุ่มประเทศอาเซียนได้ 5) ด้านอาคารสถานที่ ควรจัดเตรียมสถานที่เพื่อใช้ในการประกอบพิธีทางศาสนา เพิ่มอาหารนานาชาติ และจุดเชื่อมต่อสัญญาณอินเทอร์เน็ต 6) ด้านสิ่งอำนวยความสะดวกอื่น ๆ ควรจัดตั้งศูนย์สำหรับให้บริการ และดูแลให้คำปรึกษาแก่นิสิตต่างชาติโดยเฉพาะ           The purposes of this research were to investigate the existing situations and readiness for educational management preparation, and to analyze the recommendations for improvement and development of educational management preparation of the Faculty of Education, Burapha University to become a member country of the ASEAN Community. Methodology the population of the study consisted of the personnel at all levels and all work lines of the Faculty of Education totaling 159 persons. The tools used for data collection were a questionnaire and an interview form. Mean () and standard deviation () were statistical devices for quantitative data analysis; while content analysis was used for qualitative data analysis.          The findings were as follows:          1. Readiness for educational management preparation of the Faculty of Education, Burapha University to support the approach of becoming the ASEAN Community, according to the opinions of the teaching staff, was, as a whole, rated at a moderate level. Ranked from higher to less mean scores were: rules and regulations aspect, personnel aspect, academic aspect, budget aspect, facilities aspect, and buildings and ground aspect, respectively.          2. Guidelines for development of readiness for educational management preparation of the Faculty of Education are as the following: 1) Academic Aspect: Curriculum should be developed to meet the needs of the ASEAN Community together with the reflection of the identity of Thai teacher ship; 2) Personnel Aspect: There should be an exchange of rotation program among instructors, and the supporting personnel should be encouraged to be able to communicate with foreign students; 3) Budget Aspect: The budget should be allocated on the basis of priority and in response to strategic plans of the Faculty; 4) Rules and Regulations Aspect: There should be an online student admission system and the issuance of the teaching license should be applicable among member countries in the ASEAN; 5) Building and Ground Aspect: A place for religious rituals, a variety of international food, as well as connections for internet access should be provided. 6) Facilities Aspect: A service center should be set up for supervision and consultation provided for foreign students.
