การพัฒนากลยุทธ์การบริหารหลักสูตรการศึกษาขั้นพื้นฐานของสำนักงานเขตพื้นที่การศึกษาในจังหวัดกำแพงเพชร

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหาและปัจจัยที่เกี่ยวข้องกับการบริหารหลักสูตรการศึกษาขั้นพื้นฐานของสำนักงานเขตพื้นที่การศึกษาในจังหวัดกำแพงเพชร 2) พัฒนากลยุทธ์การบริหารหลักสูตรการศึกษาขั้นพื้นฐานของสำนักงานเขตพื้นที่การศึกษาในจังหวัดกำแพงเพชร 3) ประเมินกลยุทธ์การบริหารหลักสูตรการศึกษาขั้นพื้นฐานของสำนักงานเขตพื้นที่การศึกษาในจังหวัดกำแพงเพชร  ผลการวิจัยพบว่า 1. สภาพการบริหารหลักสูตรการศึกษาขั้นพื้นฐาน พบว่า มีแผนงานบริหารหลักสูตร มีการพัฒนาครูและบุคลากรทางการศึกษา ส่วนปัญหาการบริหารหลักสูตร พบว่า การประชุมชี้แจงเพื่อสร้างความเข้าใจงานด้านหลักสูตรไม่ครอบคลุมครูทุกคน จัดสรรงบประมาณไม่เพียงพอต่อความต้องการจำเป็น ปัจจัยที่เกี่ยวข้องกับการบริหารหลักสูตร พบว่า มีการสนับสนุนงบประมาณเพื่อการบริหารงานด้านหลักสูตร ผู้บริหารใช้เวลาในการบริหารจัดการด้านหลักสูตรน้อยและไม่ต่อเนื่อง ครูและบุคลากรมีความรู้ความสามารถในการพัฒนาหลักสูตรและการนำหลักสูตรสู่การปฏิบัติน้อย การให้ความช่วยเหลือของผู้มีส่วนได้ส่วนเสียจากองค์กรภาครัฐ เอกชนชุมชนและสถานประกอบการมีมากขึ้น นโยบายการจัดการศึกษาในระดับชาติมีการปรับเปลี่ยนบ่อยขาดความเชื่อมโยงทำให้ขาดความต่อเนื่องในการบริหาร                 2.กลยุทธ์การบริหารหลักสูตรการศึกษาขั้นพื้นฐาน ที่พัฒนาขึ้น ได้แก่ 1) ปรับปรุงกระบวนการวางแผนบริหารหลักสูตร 2) พัฒนาผู้บริหารด้านการประสานงานการบริหารหลักสูตร 3) เพิ่มขีดความสามารถของครูและบุคลากรด้านหลักสูตร 4) พัฒนาห้องเรียนห้องปฏิบัติการและแหล่งเรียนรู้โดยการมีส่วนร่วมของท้องถิ่นภาครัฐและเอกชน 5) ปรับปรุงกระบวนการจัดสรรทรัพยากรการบริหารหลักสูตร 6) ปรับปรุงกระบวนการกำกับ ติดตามและนิเทศงานด้านหลักสูตร และ 7) ปรับปรุงกระบวนการประเมินผลการบริหารหลักสูตรโดยการประเมินตนเองและประเมินบุคคลภายนอก The purposes of this research were 1) to study the condition, the problems and the factors related with the management of basic educational curriculum, 2) to develop the strategy for the management of basic educational curriculum, 3) to evaluate the strategy for the management of basic educational curriculum of education service area office in Kampheang Phet Province. The research findings were as follows: 1. The conditions of management of basic educational curriculum of Education Service Area Offices in Kampheang Phet Province were found that the operation plan for curriculum management was set. Teachers and educational staffs were developed. The problems were found that the understanding meeting were not complete for all teachers. Budget allocation was insufficient. The factors with the management were as follows : the budget was allocated for curriculum management. The administrator spent a little for curriculum management and the operation was uncontinuous. Teachers and staffs abilities for curriculum were little, and the implement of curriculum. There were more helping of stakeholders and other organization. Education policies were often changed so the operation was uncontinuous.  2. The strategies for the management of basic education curriculum of Education Service Area Offices in Kampheang Phet Province consisted of 1) the process of management of the curriculum should be improved, 2) the managers cooperation for the management of the curriculum was developed, 3) teachers and staffs abilities for the curriculum should be increased, 4) participatory management for classroom, laboratories and learning resources were improved, 5) the process of management resource allocation should be improved, 6) the process of directing, monitoring and supervision of curriculum should be improved. 7) the process of evaluation was improved by the process of self assessment and other organization assessment. 3. The evaluation for the strategies for the management of the basic educational curriculum of Education Service Area Office in Kampheang Phet Province was found that the vision, the mission, share values, goals, strategic item, strategies, indicators and the standers had the agreement, the appropriateness, the possibility and the acceptation at the high levels and the highest levels.
