สภาพ ปัญหาและแนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบสภาพและปัญหาการมีส่วนร่วม จำแนกตามสภาพ วุฒิการศึกษา และขนาดของสถานศึกษา รวมถึงการศึกษาแนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดชลบุรี เขต 1 กลุ่มตัวอย่าง ได้แก่ คณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 272 คน เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ เกี่ยวกับสภาพการมีส่วนร่วม ปัญหาการมีส่วนร่วม มีค่าอำนาจจำแนก .22--.81 และ .08 ถึง .78 และค่าความเชื่อมั่น .97 และ .94 รวมทั้งแบบสอบถามปลายเปิดเกี่ยวกับแนวทางการพัฒนาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ คะแนนเฉลี่ย ความเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) และการวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) การทดสอบรายคู่ด้วยวิธีเชฟเฟ่ (Cheffe) และการวิเคราะห์เนื้อหา ผลการวิจัยปรากฎว่า 1. สภาพการมีส่วนร่วมของคณะกรรมการสถานศึกษาโดยรวม อยู่ในระดับปานกลาง 2. สภาพการมีส่วนร่วมของคณะกรรมการสถานสึกษาโดยรวม จำแนกตามสถานภาพ วุฒิการศึกษา และขนาดของสถานศึกษาแตกต่างกันอย่างมีนัยสำคัญทางสถิติ 3. ปัญหาการมีส่วนร่วมของคณะกรรมการสถานศึกษาโดยรวม อยู่ในระดับปานกลาง 4. ปัญหาการมีส่วนร่วมของคณะกรรมการสถานศึกษาจำแนกตามสถานภาพและวุฒิการศึกษาแตกต่างกันอย่างมีนัยสำคัญทางสถิติ แต่เมื่อจำแนกตามขนาดของสถานศึกษาแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ 5. แนวทางการพัฒนาการมีส่วนร่วมในการบริหารสถานศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน พบว่าคณะกรรมการสถานศึกษาขั้นพื้นฐานได้เสนอแนวทางการพัฒนาให้คณะกรรมการมีส่วนร่วมเป้นคณะทำงานด้านการกำหนดนดยบายและแผนพัฒนาสถานศึกษาขั้นพื้นฐานแผนปฏิบัติการประจำปี ด้านการจัดทำสาระหลักสูตรท้องถิ่น ด้านการจัดสรรทรัพยากรและการใช้แหล่งเรียนรู้และภูมิปัญญาท้องถิ่น ด้านการจัดทำเอกสารที่เกี่ยวข้องกับการจัดการศึกษา การจัดทำข้อมูลพื้นฐานของเด็กในเขตบริการโรงเรียน ด้านการช่วยเหลือให้เด็กพิการเด็กด้อยโอกาสและเด็กที่มีความต้องการพิเศษ ด้านวิชาการงบประมาณบุคลากรและบริหารทั่วไป The purpose of this research were to find out and to compare existing situations, problems and guided development of participative administration, classified by status, educational level and school size, as well as to find the guided development of participative administration of basic school committee under the office of Chonburi Educational Service Office 1. The samples were 272 basic school committee. The research instruments were the 5 rating-scales questionnaires concerned about the existing situation and problems of participative management by which the discrimination value were .22 to .81 and .28 to .78 and the reliability value were .97 and .94 and one opened end questionnaire about guided development of participative management of basic school committee. The statistical devices used in analyzing data were mean, standard deviation, t-test and O-way analysis of variance, as well as content analysis The finding revealed that; 1. Existing situation of participation of basic school committee, as a whole, was rated at moderated level. 2. Existing situation of participation of basic-school committee, as a whole, classified by status, educational level and school size were non-statistically significant difference. 3. Problems on participation of basic school committee, as a whole, was rated at moderate level. 4. Problems on participation of basic school committee, as classified by status and educational level were statistically significant difference; but when classified by school size, there was statistically significant difference. 5. The guided development suggested by school committee were; The basic school committee should participate on the policy and developmental plan, annual action plan; The participation should include local curriculum development, Resource and local wisdom allocation, as well as learning resources and local wisdom, educational management annual report, foundational data of children in school-service area, abnormal and intelligence student support, additionally, in school academic-budget-personnel and general management.
