ความคาดหวังและที่เป็นจริงต่อการดำาเนินงานตามยุทธศาสตร์ขององค์การ บริหารส่วนตำาบลนายายอาม อำาเภอนายายอาม จังหวัดจันทบุรี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับความคิดเห็นของประชาชนที่คาดหวังต่อการดำเนินงานตาม ยุทธศาสตร์ขององค์การบริหารส่วนตำบลนายายอาม 2) ระดับความคิดเห็นของประชาชนที่เป็นจริงต่อการดำเนินงานตามยุทธศาสตร์ขององค์การบริหารส่วนตำบลนายายอาม 3) เปรียบเทียบความคิดเห็นของประชาชนต่อการดำเนินงานตามยุทธศาสตร์ ระหว่างที่คาดหวังกับที่เป็นจริงขององค์การบริหารส่วนตำบลนายายอาม อำเภอนายายอาม จังหวัดจันทบุรี กำหนดขนาดกลุ่มตัวอย่างด้วยการใช้สูตร ทาโร่ ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 352 คน ใช้วิธีสุ่มตัวอย่างชั้นภูมิแบบเป็นสัดส่วนหลังจากนั้นใช้วิธีการสุ่มตัวอย่างง่าย โดยวิธีการจับสลากเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ส่วนการวิเคราะห์ข้อมูลนั้นใช้สถิติค่าความถี่, ค่าร้อยละ, ค่าเฉลี่ย, ส่วนเบี่ยงเบน มาตรฐาน, ทดสอบความแตกต่างใช้สถิติ pair-samples t-test โดยกำหนดระดับ นัยสำคัญทางสถิติที่ระดับ .01 ผลการศึกษาพบว่า 1) ประชาชนมีความคิดเห็นที่คาดหวังต่อการดำเนินงานตามยุทธศาสตร์ขององค์การ บริหารส่วนตำบลนายายอาม อำเภอนายายอาม จังหวัดจันทบุรี ในภาพรวมมีความคาดหวังมาก 2) ประชาชนมี ความคิดเก็นที่เป็นจริงต่อการดำเนินงานตามยุทธศาสตรข์ององค์การบริหารส่วนตำบลนายายอาม อำเภอนายายอาม จังหวัดจันทบุรี โดยภาพรวม พบว่า มีผลการปฏิบัติงานที่เป็นจริงตามความคาดหวังน้อย 3) ผลการเปรียบเทียบ ความคิดเห็นของประชาชนต่อดำเนินงานตามยุทธศาสตร์ระหว่างที่คาดหวังกับที่เป็นจริงแตกต่างกัน ที่ระดับ นัยสำาคัญ 0.01. The purpose of this study was threefold. First, it aimed at examining the Level of public expectations in operating based on strategic plans of Na Yai Arm Sub- District Administrative Organization. Also, it attempted to investigate public perceptions in operating based on strategic plans of Na Yai Arm Sub-District Administrative Organization. Third, it was to compare the levels of public expectations and perceptions in operating based on strategic plans of Na Yai Arm SubDistrict Administrative Organization, Na Yai Arm District, Chantaburi Province. The sampling size was calculated by Taro Yamane’s formula. There were 352 participants used as a sampling group and were selected by using a stratified random sampling technique, Participants from each village were randomly selected by Simple Random Sampling. The instrument used to collect the data was a questionnaire. The statistical tests used to analyze the collected data included frequency, percentage, means, standard deviation, and to compare the levels of public expectations and perceptions used pair-sample t-test with a pre-set significant level of 0.01. The results were as follows: The level of public expectations in operating based on strategic plans of Na Yai Arm Sub-District Administrative Organization was found at a high level. Also, it was found that the level of public perceptions in operating based on strategic plans of Na Yai Arm Sub-District Administrative Organization was found at a low level. It was shown that there were Statistically significant differences in the level of expectations and perceptions in Operating Based on Strategic Plans of Na Yai Arm Sub-District Administrative Organization among the subjects at a significant level of 0.01.
