รูปแบบและกระบวนการเสริมสร้างประชาธิปไตยแบบมีส่วนร่วม สำหรับชุมชน

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนารูปแบบและกระบวนการประชาธิปไตยแบบมีส่วนร่วมสำหรับชุมชน 2) เพื่อเสริมสร้างประชาธิปไตยแบบมีส่วนร่วม ให้กับชุมชนในเขตเทศบาลตำบลบางพระ อำเภอศรีราชา จังหวัดชลบรุี โดยสังเคราะห์รูปแบบและกระบวนการประชาธิปไตยแบบมีส่วนร่วมจากชุมชนซึ่งได้รับรางวัลชุมชนประชาธิปไตย ตัวอย่างในภาคตะวันออก 6 ชุมชน คือ ชุมชนนาพร้าว อำเภอศรีราชา จังหวัดชลบุรี ชุมชนหนองพยอม ตำบลหนองบอนแดง อำเภอบ้านบึง จังหวัดชลบุรี ชุมชนแพรกวิหารแก้ว อำเภอเมืองฉะเชิงเทรา จังหวัดฉะเชิงเทรา ชุมชนหนองเสม็ดแดง ตำบลคลองปูน อำเภอแกลง จังหวัดระยอง ชุมชนทรัพย์ประเมิน ตำบลโป่งน้ำร้อน อำเภอ โป่งน้ำร้อน จังหวัดจันทบุรี และชุมชนห้วงบอน ตำบลไม้รูด อำเภอคลองใหญ่ จังหวัดตราด และนำรูปแบบและ กระบวนการเสริมสร้างประชาธิปไตยแบบมีส่วนร่วม ปฏิบัติในชุมชนท้ายบ้าน ตำบลบางพระ อำเภอศรรีาชา จังหวัดชลบุรี ผลการวิจัย พบว่า 1. รูปแบบและกระบวนการประชาธิปไตยแบบมีส่วนร่วมสำหรับชุมชน มี 4 องค์ประกอบที่สำคัญ คือ 1) ผู้นำ มีคุณลักษณะ คือ มีคุณธรรม จริยธรรม มีภาวะผู้นำแบบประชาธิปไตย มีวิสัยทัศน์และกลยุทธ์ใน การบริหารงาน ให้ความสำคัญกับการสื่อสารทั้งภายในและภายนอกชุมชน และการปฏิบัติอย่างจริงจัง 2) การวางแผนชุมชน คือ การศึกษาชุมชน การวิเคราะห์สภาพชุมชน การจัดทำแผนแบบมีส่วนร่วม 3) องค์กรเครือข่าย คือ การรวมกลุ่มที่เอื้อต่อการส่งเสริมการมีส่วนร่วมของประชาชน ได้แก่ องค์กรเครือข่ายด้านการเงิน องค์กร เครือข่ายด้านสังคม องค์กรเครือข่าย ด้านสวัสดิการ องค์กรเครือข่ายด้านเศรษฐกิจพอเพียง 4) ประเพณี คือ การ สืบสานประเพณีในชุมชน ได้แก่ ประเพณีทั่วไปและประเพณีเฉพาะถิ่น โดยส่งเสริมการมีส่วนร่วมของประชาชนใน ชุมชน 2. กระบวนการเสริมสร้างประชาธิปไตยแบบมีส่วนร่วมสำหรับชุมชน ประกอบด้วย 1) การประสานงาน เป็นการส่งเสริมการมีส่วนร่วม โดยมีการประสานงานแบบเป็นทางการและไม่เป็นทางการ 2) การแลกเปลี่ยนเรียนรู้ เรอื่ง หลกัประชาธปิไตย ประชาธปิไตยแบบมีส่วนร่วม รูปแบบและกระบวนการเสริมสร้างประชาธิปไตยแบบมีส่วนร่วม 3) การวางแผนชุมชน เป็นกระบวนการเสริมสร้างการมีส่วนร่วม ได้แก่ การศึกษาชุมชน การประเมินสภาพชุมชน และการจัดทำแผนแบบมีส่วนร่วม 4) การปฏิบัติตามแผน ดำเนินกิจกรรมที่ได้กำหนดไว้ในแผนชุมชน และ 5) การประเมินผลกระบวนการเสริมสร้างประชาธิปไตยแบบมีส่วนร่วม This research aimed to 1) develop a model and process of participatory democracy for community, and 2) to enhance participatory democracy to the Municipality of Bang Phra community, Sriracha, Chonburi, by Synthesising a model and process of participatory democracy based on the experiences of six awarded for democratic practice communities in the Eastern Thailand, namely Na Praom Chonburi province, Nong Phayom Chonburi province, Pragvihankhaew Chachoengsao province, Nongsametdaeng Rayong province, Subpramern Chanthaburi province and Hangbon Trat province and implemented the model and process of participatory democracy to the Thai Ban community, Bang Phra Sub-District, Sriracha District, Chonburi province. The research findings showed the followings. 1. The model and process of participatory democracy in the studied communities required four key factors: 1) characteristics of leaders including a moral, ethical and democratic leadership style, a vision and strategy for the administration of the community, a focus on communication, both within and outside the community, and determined; 2) community planning, which covered community study, analyzing community context, and participation planning; 3) groups networking to promote the participation of citizens, including financial networks, social networks, social services networks, and sufficiency economy networks; 4) traditions which maintained the traditions of communities, including both mainstream traditions and local traditions, by promoting the participation of citizens in community . 2. The process of enhancing participatory democracy for a community included the followings. 1) coordination to promote participation, both formal and informal. 2) knowledge sharing about the principles of democracy, participatory democracy, and the model and process for enhancing participatory democracy. 3) community planning as a process to promote participation, which included community study, community assessment, and participatory planning. 4) deployment of action plan, or the implementation of the community plan. 5) evaluation of the process of participatory democracy.
