รูปแบบการเตรียมบุคลากรทางการศึกษา เพื่อรองรับการเข้าสู่ประชาคมอาเซียน ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบของรูปแบบการเตรียมบุคลากรทางการศึกษาเพื่อรองรับ การเข้าสู่ประชาคมอาเซียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี และสร้างรูปแบบการเตรียมบุคลากร ทางการศึกษาเพื่อรองรับการเข้าสู่ประชาคมอาเซียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี โดยมีการดำเนิน การวิจัย 3 ขั้นตอน คือ 1) ศึกษาเอกสาร งานวิจัยที่เกี่ยวข้องเพื่อกำหนดกรอบแนวการวิจัย 2) สร้างรูปแบบการเตรียม บุคลากรทางการศึกษาเพื่อรองรับการเข้าสู่ประชาคมอาเซียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี ด้วย เทคนิคเดลฟาย (Delphi Technique) 3) ประเมินความคิดเห็นของผู้บริหารการศึกษา ศึกษานิเทศก์ สำนักงานเขตพื้นที่ การศึกษาประถมศึกษาอุดรธานี จำนวน 120 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน และค่าพิสัยระหว่าง ควอไทล์ ผลการวิจัยพบว่า ผู้เชี่ยวชาญด้านอาเซียนทั้ง 21 คน เห็นด้วยกับองค์ประกอบของรูปแบบการเตรียม บุคลากรทางการศึกษาเพื่อรองรับการเข้าสู่ประชาคมอาเซียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี คือ 1) ด้านภูมิศาสตร์และเศรษฐกิจ 2) ด้านสังคมและวัฒนธรรม 3) ด้านการเมืองและความมั่นคง 4) ด้านภาษาต่างประเทศ 5) ด้านศิลปะและดนตรี ผลการประเมินความคิดเห็นของผู้บริหารการศึกษา ศึกษานิเทศก์ ในสำนักงานเขตพื้นที่การศึกษา ประถมศึกษาอุดรธานี ทั้ง 120 คน พบว่าผู้บริหารการศึกษาและศึกษานิเทศก์ มีความเห็นว่า รูปแบบการเตรียมบุคลากร ทางการศึกษาเพื่อรองรับการเข้าสู่ประชาคมอาเซียน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี ดังกล่าวมีความ เหมาะสมโดยรวมในระดับมาก (X = 4.41)           The purposes of the study were: 1) to determine the elements of the educational preparation model for entering ASEAN COMMUNITY of Udonthani primary educational service area office ; 2) to create the educational personnel preparation model for entering ASEAN COMMUNITY of Udonthani primary educational service area office. The research methodology consisted of three steps: 1) analyzing the documents concerning the educational personnel preparation model for entering ASEAN COMMUNITY in order to set up the conceptual framework; 2) developing educational personnel preparation model with Delphi technique by 21 experts; 3) evaluating the opinions of educational administrators and school superintendents. The study sample was accomplished by computation of percentage,mean, and standard deviation. The median and interquartile range were also computed to test each of the agreement postulated in the study.Based upon the findings of the study, it was concluded that: 1. The 21 experts was strongly agreed with the five elements of the educational personnel preparation model for entering ASEAN COMMUNITY of Udonthani primary educational service area office 2. The opinions of the 120 educational administrators and superintendents toward the educational personnel preparation model for entering ASEAN COMMUNITY of Udonthani primary educational service area office, in overall, the opinions of 120 educational administrators and superintendents agreed with the five elements of the educational preparation model for entering ASEAN COMMUNITY of Udonthani primary educational service area office.
