การพัฒนาชุมชนในเขตเทศบาลเมืองมาบตาพุด จังหวัดระยอง: ผลกระทบและแนวทางแก้ไข

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) สังเคราะห์งานวิจัยผลกระทบต่อชุมชน ด้านสุขภาพ ด้านเศรษฐกิจ ด้านสังคม และด้านสิ่งแวดล้อม จากการพัฒนาอุตสาหกรรม 2) ตรวจสอบผลกระทบต่อชุมชน จากงานวิจัยกับสภาพจริงในชุมชน 3) ศึกษาแนวทางการแก้ไขปัญหาผลกระทบต่อชุมชนในเขตเทศบาลเมืองมาบตาพุด อำเภอเมือง จังหวัดระยองโดยการ สังเคราะห์เอกสารงานวิจัย และวิทยานิพนธ์ จำนวน 22 เรื่องสำรวจข้อมูลจากกลุ่มตัวอย่างในชุมชนจำนวน 402 คน และ การสนทนากลุ่มกับผู้ร่วมสนทนาซึ่งอาศัยอยู่ในเขตเทศบาลเมืองมาบตาพุดจำนวน 13 คน ผลการวิจัยพบว่า1. การสังเคราะห์งานวิจัยพบว่าราคาที่ดินสูงขึ้น เกิดอาชีพที่เกี่ยวเนื่องกับอุตสาหกรรมเพิ่มขึ้น มีการพัฒนาระบบ สาธารณูปโภค คนต่างถิ่นมากขึ้น ครอบครัวมีความห่างเหิน ผู้สูงอายุถูกทอดทิ้ง การจราจรติดขัดและเกิดอุบัติเหตุมากขึ้น ได้รับผลกระทบจากกลิ่น ฝุ่นละออง เสียง และก๊าซพิษ ส่งผลให้คนในชุมชนมีโอกาสเป็นโรคระบบทางเดินหายใจ สัตว์น้ำ จืดสูญหาย น้ำผิวดิน น้ำบ่อน้ำใต้ดิน และน้ำฝนไม่สามารถนำมาใช้เพื่อการอุปโภคบริโภคได้ และเกิดการกัดเซาะชายฝั่ง เป็นบริเวณกว้าง2. ผลตรวจสอบผลกระทบสภาพจริงในชุมชน พบว่า โดยรวมอยู่ในระดับ ปานกลาง เรียงตามลำดับได้แก่ ด้านสิ่งแวดล้อมอยู่ในระดับมาก ด้านเศรษฐกิจอยู่ในระดับปานกลาง ด้านสังคมอยู่ในระดับปานกลาง และด้านสุขภาพ อยู่ในระดับปานกลาง การดำเนินการแก้ไข โดยรวมอยู่ในระดับปานกลาง เรียงตามลำดับได้แก่ ด้านสุขภาพ ด้านสังคม ด้านสิ่งแวดล้อม และด้านเศรษฐกิจ3. แนวทางการแก้ไขปัญหา ได้แก่ เทศบาลควรจัดทำแผนและกิจกรรมเสริมสร้างอาชีพเสริมให้กับคนในชุมชน และโรงงานอุตสาหกรรมควรประชาสัมพันธ์ข่าวสารการรับสมัครงาน อย่างทั่วถึง ควรสร้างแรงจูงใจให้คนต่างถิ่นย้ายสำเนา ทะเบียนบ้านเข้ามาอยู่ในชุมชน ควรจัดทำป้ายจราจรในชุมชน และเจ้าหน้าที่ตำรวจต้องเข้มงวดในระเบียบการขนส่งและ วินัยจราจร ปัญหาเยาวชน ครอบครัวและชุมชนต้องเสริมสร้างทักษะชีวิตแก่บุตรหลาน จัดตั้งกองทุนสุขภาพในชุมชน และ ควรกำหนดพื้นที่มาบตาพุดเป็นเขตปกครองพิเศษ            The purposes of this research were to 1) synthesize the researches on the impact of industry’s development on health, economic, social and environment. 2) Compare between the proven impacts, that have been stated in the researches, and the actual situation in the communities. 3) Study the solution guideline responded to health, economic, social and environment’s impacts of Map Ta Phut Municipality. The study synthesizes 22 researches and theses as well as collecting 402 samples by using questionnaire. Moreover, 13 key informants, who live in Map Ta Phut Municipality, have been included in focus group discussion. The results showed that:          1. Land prices were gradually increased and the infrastructures were developed due to the industry sector. The number of internal migration was expanded. Family relationship has been loosened and elderly were left behind. An excessive of accident causes a traffic jam in the area. The developed industry sector in Map Ta Phut leads to health problems for example a respiratory syndrome. Noise and air pollution was widely found. The number of freshwater animals has been declined. Surface water sources and rain water have been contaminated and unable to use. The erosion of sea cost was broadened.          2. The study compared between the previous research results and the actual situation in the community. The study found that degree of harm can be considered as severely impact was on environment disadvantaged. Moderated severe was economic disadvantaged, social disadvantaged and health disadvantaged. The management process that respond to all those problems was fairly conducted considering with health issues, social issues, environment issues and economic issues.          3. The solution guideline was the Map Ta Phut Municipality has to developed master plan and action plan on empowering the part –time job or self employed for the local villages. Furthermore, factory has to increase a number of vacancies for local villagers in order to persuade internal migration to set up permanent residency. In addition, the traffic sign should be installed adequately as well as impose strictly traffic preventive measures. Human development project should be imposed. Health development fund should be established as well as Map Ta Phut should be considered as a special district.
