การเตรียมความพร้อมของทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา สภาพการปฏิบัติหน้าที่ของทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดน ภาคใต้ ผลกระทบ การปรับตัวและแนวทางการเตรียมความพร้อมของทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้ เก็บรวบรวมข้อมูลระหว่างเดือน กุมภาพันธ์-พฤษภาคม พ.ศ. 2559 โดยการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม วิเคราะห์ ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า1. สภาพการปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้แบ่งได้เป็น 5 ประเด็น ดังนี้ คือ 1) สภาพวิถีชีวิตความ เป็นอยู่ 2) สภาพการปฏิบัติงาน 3) สภาพพื้นที่ที่ปฏิบัติงาน 4) อันตรายจากการปฏิบัติงาน และ 5) อุปกรณ์สำหรับ การปฏิบัติหน้าที่2. ผลกระทบของทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้ พบว่า ผลกระทบต่อทหารเรือที่ปฏิบัติหน้าที่ ในจังหวัดชายแดนภาคใต้มี3 ประเด็นหลัก 1) ด้านทางสุขภาพ ประกอบด้วย สุขภาพกาย คือ ได้รับบาดเจ็บและมีความเจ็บป่วย ด้านสุขภาพจิต คือ เกิดความกดดันความเครียด ความวิตกกังวล และรู้สึกเสียใจที่เพื่อนร่วมงานได้รับบาดเจ็บหรือเสีย ชีวิต 2) ด้านเศรษฐกิจ ผลทางบวก คือได้รับค่าตอบแทนพิเศษ และได้รับสวัสดิการ ผลกระทบทางลบ คือ การเดินทางกลับ ภูมิลำเนามีค่าใช้จ่ายสูง 3) ด้านสังคม ผลทางบวก คือ ได้รับประสบการณ์ตรงและทักษะการทำงาน ครอบครัวได้รับการ ดูแล มีโอกาสเลื่อนขั้น และ มีช่วงเวลาที่ได้กลับไปดูแลครอบครัว ผลทางลบ คือ ห่างไกลครอบครัว มีอุปสรรคในการทำงาน ความแตกต่างทางภาษาและวัฒนธรรมในพื้นที่ที่ปฏิบัติงาน และอุปกรณ์ชำรุดหรือไม่เพียงพอ การปรับตัวของทหารเรือ ที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้ พบว่า ทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้สามารถปรับตัวได้ โดยมี การปรับตัวทั้ง 4 ด้าน คือการปรับตัวทางด้านสรีระ ด้านอัตมโนทัศน์ ด้านบทบาทหน้าที่ และ ด้านการพึ่งพาระหว่างกัน3. แนวทางการเตรียมความพร้อมของทหารเรือที่ปฏิบัติหน้าที่ในจังหวัดชายแดนภาคใต้ มี 3 ประเด็นหลัก คือ 1) การเตรียมความพร้อมทางการทหาร ประกอบด้วย ความรู้วัฒนธรรมในพื้นที่และความรู้เฉพาะด้านที่เกี่ยวข้อง กับการปฏิบัติการทางทหาร 2) การเตรียมความพร้อมส่วนบุคคล ประกอบด้วยด้านร่างกาย จิตใจและสิ่งยึดเหนี่ยวจิตใจ ด้านความรู้และอุปกรณ์หรือใช้ส่วนบุคคล ด้านทัศนคติในการทำงาน และ 3) การเตรียมความพร้อมของครอบครัว มีการ วางแผนด้านเศรษฐกิจและการมอบหมายหน้าที่ของตนเองให้ผู้อื่นทำแทน           Objective of this research is to study impact, adaptation and guidance about Royal Thai Navy personnel preparation for mission in the Southern province. This study conducted to collect data during February-May in 2016 by in-depth interview and focus group discussion. Analysis results were below.The results were as follows:1. Conditions of working in the southern province can be divided into 5 issues i.e. 1) livelihood 2) characteristics of duty 3) characteristics of working place 4) danger from mission and 5) equipment for working2. Impact on Royal Thai Navy working in the Southern border provinces found that there were 3 main issues i.e. 1) health impact as negative impacts consisting of physical that means pain and illness and mental impact that means stress, anxiety and regret in pain and illness of colleagues, 2) economic impact consisting of positive impacts from compensation and welfare and a negative impact from high expense from transportation to home town and 3) social impact consisting of positive impacts that are from direct working experiences and skill, family care, probability from promotion and having time to return to their families and a negative impact from being far from their families, difference of language and local culture and broken or insufficient equipments. Adaptation of Royal Thai Navy working in the Southern border provinces found that they can adapt. There were 4 sides of adaptation i.e. physiological needs, self concept, role function and interdependence relations.3. There were 3 main issues of guidance about Royal Thai Navy personnel preparation for mission in the Southern province i.e. 1) Royal Thai Navy preparation; consisting of perception in local culture and specialized operating military knowledge, 2) physical and mental personnel preparation consisting of body, heart and mental restraints in sided of knowledge and personnel devices and 3) family preparation, economic plan and job assignment to others.
