การดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส ตำบลทุ่งเบญจา อำเภอท่าใหม่ จังหวัดจันทบุรี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับความคิดเห็นของประชาชนต่อการดำเนินงานพัฒนาชุมชนของ ชุมชนบ้านน้ำใส ตำบลทุ่งเบญจา อำเภอท่าใหม่ จังหวัดจันทบุรี 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อการดำเนินงานพัฒนา ชุมชนของชุมชนบ้านน้ำใส ตำบลทุ่งเบญจา อำเภอท่าใหม่ จังหวัดจันทบุรี 3) เพื่อศึกษาปัญหาและวิธีการแก้ไขปัญหาการ ดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส ตำบลทุ่งเบญจา อำเภอท่าใหม่ จังหวัดจันทบุรี โดยกลุ่มประชากรที่ใช้ใน การศึกษาครั้งนี้คือประชาชนที่เป็นตัวแทนครัวเรือนที่อาศัยอยู่ ณ หมู่บ้านน้ำใส จำนวน 173 ครัวเรือน กำหนดขนาดกลุ่ม ตัวอย่างด้วยการใช้สูตร ทาโร่ ยามาเน่ ได้กลุ่มตัวอย่างที่เป็นตัวแทนครัวเรือนจำนวน 121 คน ใช้วิธีสุ่มตัวอย่างอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสอบถาม ส่วนการวิเคราะห์ข้อมูลใช้สถิติค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและใช้สถิติการถดถอยพหุคูณเพื่อวิเคราะห์ปัจจัยที่มีอิทธิพลต่อการดำเนินงานพัฒนาชุมชนของ ชุมชนบ้านน้ำใสโดยกำหนดระดับนัยสำคัญทางสถิติที่ระดับ .01ผลการวิจัยพบว่า1. กลุ่มตัวอย่างมีความคิดเห็นต่อการดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส ในภาพรวมอยู่ในระดับดีมากที่สุด2. ภาวะผู้นำและการมีส่วนร่วมของประชาชนส่งผลต่อการดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส ส่วนการ สื่อสารในชุมชนไม่ส่งผลต่อการดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส3. ปัญหาและวิธีการแก้ไขปัญหาการดำเนินงานพัฒนาชุมชนของชุมชนบ้านน้ำใส มีดังนี้การจัดเก็บข้อมูลเพื่อการพัฒนาชนบท ปัญหาคือชาวบ้านไม่บอกข้อมูลเพื่อการจัดเก็บตามความเป็นจริง แก้ไข โดยให้ความรู้รวมถึงเหตุผลและประโยชน์ในการจัดเก็บข้อมูล จปฐ. แก่ประชาชนในชุมชนทุกคน การขับเคลื่อนแผนชุมชน ปัญหาคือเมื่อส่งแผนชุมชนให้แก่องค์กรปกครองท้องถิ่นแล้วไม่มีการดำเนินงานตาม แผน แก้ไขโดยถ้าเป็นแผนงานที่ชุมชนทำเองได้จะใช้งบในชุมชนดำเนินการแต่ถ้าไม่ได้จะส่งแผนให้ทางนายกมารับมอบ แผนชุมชนและให้สมาชิกองค์การบริหารส่วนตำบลติดตามให้ดำเนินการตามแผน การขับเคลื่อนศูนย์เรียนรู้ชุมชน ปัญหาคือขาดการจัดเก็บความรู้ในชุมชนและขาดงบประมาณในการสร้างศูนย์ เรียนรู้แก้ไขโดยอบรมชาวบ้านให้เข้าใจถึงความสำคัญของการจัดเก็บความรู้ในชุมชนและของบประมาณมาจัดทำสถานที่ ศูนย์เรียนรู้ชุมชน การส่งเสริมวิถีประชาธิปไตย ปัญหาคือขาดงบประมาณในการจัดกิจกรรมส่งเสริมประชาธิปไตยในชุมชนแก้ไข โดยจัดหางบประมาณเพื่อจัดกิจกรรมสร้างจิตสำนึกให้ประชาชนรู้ถึงประชาธิปไตยให้มากขึ้นการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ปัญหาคือมีชาวบ้านจากหมู่บ้านใกล้เคียงนำขยะมาทิ้งในพื้นที่ หมู่บ้านน้ำใสแก้ไขโดยมีการเฝ้าระวังพร้อมทั้งสื่อสาร ติดประกาศ ติดป้ายภายในพื้นที่ห้ามทิ้งขยะบนพื้นที่สาธารณะภายใน หมู่บ้านการขับเคลื่อนปรัชญาเศรษฐกิจพอเพียง ปัญหาคือขาดการรวมกลุ่มในการดำเนินกิจกรรมตามแนวทางปรัชญา เศรษฐกิจพอเพียงแก้ไขโดยจัดกิจกรรมให้ความรู้โดยสร้างแกนนำกลุ่มต่างๆ เป็นแกนหลักในการเชิญชวนให้มีการรวมกลุ่ม ประชาชนในการดำเนินการในหมู่บ้านการป้องกันและแก้ไขปัญหายาเสพติด ปัญหาคือมีกลุ่มเสี่ยงและเยาวชนติดยาเสพติดบางส่วนแก้ไขโดยจัดกิจกรรม เยาวชนกลุ่มเสี่ยงเข้าอบรมและ ถ้าเยาวชนกลุ่มใดติดยาเสพติดให้นำเยาวชนเหล่านั้นเข้ารับการบำบัดจะได้มีชีวิตใหม่ที่ดีขึ้นการแก้ไขปัญหาความยากจน ปัญหาคือการหาแนวทางในการป้องกันความยากจนอย่างยั่งยืนแก้ไขโดยให้คนใน ชุมชนใช้แนวทางลดรายจ่าย เพิ่มรายได้ โดยยึดหลักปรัชญาเศรษฐกิจพอเพียงการส่งเสริมอาชีพ ปัญหาคืออาชีพที่ส่งเสริมไม่สอดคล้องกับบริบทของหมู่บ้าน แก้ไขโดยเลือกอาชีพที่จะส่งเสริม ให้สอดคล้องกับบริบทของหมู่บ้านโดยให้ผู้เข้าอบรมส่งเสริมอาชีพเป็นผู้เลือกเองการส่งเสริมทุนชุมชน ปัญหาคือการกำหนดข้อตกลงในการใช้เงินคืนยังขาดการร่วมมืออย่างจริงจังแก้ไขโดยการ กำหนดกติกา ข้อตกลงที่ทุกคนยอมรับและกำหนดบทลงโทษสำหรับผู้ที่ไม่ปฏิบัติตามกติการ่วมกัน โดยมีกรรมการตรวจ สอบการดำเนินการตามแนวทางและข้อตกลงอย่างเคร่งครัด เป็นธรรมและโปร่งใส           The objectives of this study include: 1) to study the level of operation of Community Development in Bann Nam Sai; 2) to study the affecting factors with operation of Community Development in Bann Nam Sai; 3) to study the problems and solutions for the operation of Community Development in Bann Nam Sai, Thung Benja Sub-District, Tha Mai District, Chantaburi Province. The population consisted of 173 heads of household who were registered in Bann Nam Sai, Thung Benja Sub-District. The sampling size was calculated by Taro Yamane’s formula. There were 121 participants used as a sampling group and were randomly selected by Simple Random Sampling. A questionnaire was used as the research instrument in this study. The data analysis was done by using frequency, percentage, mean, standard deviation. A multiple regression analysis was used to study the affecting factors with operation of Community Development in Bann Nam Sai. The significance was set at .01 The results revealed that:1) The sample group reflected that the level of operation of Community Development in Bann Nam Sai was of a high level.2) There were 2 factors affecting with operation of Community Development in Bann Nam Sai: including, Leadership and citizen participation but communication in community was not affecting with operation of Community Development in Bann Nam Sai.3) Problems and solutions for the operation of Community Development in Bann Nam Sai, Thung Benja Sub-District.Collecting data for rural development purposes: The problem was the people in the village didn’t give true information. The solutions process Educating the reasons and the benefit to all people in the village about collecting data (Jor.Por.Tor).Driven community plans: There was a problem that after the plan was submitted to the local administration organization and no actions were taken. The solutions are if there are any plans or projects that the people in the village could managed by themselves, they could use the fund in village to support. If there are any plans or projects that the people in the village couldn’t manage, then they will pass directly these plans to the leader of the local administration organization (OR.BOR. TOR) and the members of the local administration organization (OR.BOR.TOR) have assigned to follow up on the plans implementation.Driven community learning centre: The problems werelack of storing community of knowledge for the village and funding support activities of driven community learning centre, The solutions are provide training relating to collecting and storing community of knowledge for the village and coordinate related government offices and local administration organizations for funding support. Promoting democracy: The problem was a lack of funding to promote democratic activities in the village. The solutions process Coordinate related government offices and local administration organizations for funding support.Conservation of natural resources and the environment: The problem was the other villages bringing their rubbish and dumping it in the Baan Nam Sai village area. The solutions are community leaders and people in the community can guard and protect the area from other villages bringing their rubbish and dumping it in the village area, Further more put signs up to let people know that the village does not allow the dumping of rubbish by the roadside and in public areas of the village. Driving the sufficiency economy philosophy:There was a problem that the people in the village were using the sufficiency economy philosophy just to reduce their expenses and increase their earning income individually, but they did not participate with the other people in the village. The solution is to provide the training the correct knowledge to the people in the village regarding the use of the sufficiency economy philosophy, and convince them to work in groups and create leaders for each group. Protections and solutions of drug addiction:There was a problem relating to some part of young groups have drug problems.The solution is to set up training activities for younger groups that are at risk of drug addiction. If any young group has drug problems, send them for treatment. After they return from successful treatment the community leaders have to protect and support them in living a better life. To solve the problem of poverty: There was a problem that the community seeks the way to prevents people from falling into poverty. The solution is concerned people by using the sufficiency economy philosophy method which is to reduce expenses and increase earning income. Promoting career: There was a problem that the community sends people for career training but is inconsistent with the context of the village. The solution is In relation to a career that suits the village environment. The topics of training were selected by peoples. Promoting community fund: There was a problem about reimbursements. The solution is they have a fund agreement that provides clear conditions and the terms of penalties for those who do not follow the rules. The committee operates under the guidelines, and strictly follows the agreement in a fair and transparent manner.
