รูปแบบการบริหารโรงเรียนมาตรฐานสากลของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน

Abstract

          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างและพัฒนารูปแบบการบริหารโรงเรียนมาตรฐาน สากลของ โรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน การวิจัยเป็น 4 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาและสำรวจข้อมูลเบื้องต้น เกี่ยวกับแนวคิดและหลักการบริหารโรงเรียนมาตรฐานสากล จากโรงเรียนมาตรฐานสากล 10 โรงเรียนด้วยการวิเคราะห์เอกสาร (Content Analysis) ขั้นตอนที่ 2 การสร้าง รูปแบบจำลองอิสระ ขั้นตอนที่ 3 การพัฒนารูปแบบการบริหารโรงเรียนมาตรฐานสากลของโรงเรียนมัธยมศึกษา โดยใช้เทคนิคเดลฟาย (Delphi) จากผู้ทรงคุณวุฒิ 17 คน โดยแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ขั้นตอนที่ 4 การสรุปและนำเสนอรูปแบบการบริหารโรงเรียนมาตรฐานสากลของโรงเรียนมัธยมศึกษา สังกัด สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน          ผลการวิจัยพบว่า          รูปแบบการบริหารโรงเรียนมาตรฐานสากลของโรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการ การศึกษาขั้นพื้นฐาน ได้แก่ ด้านภาวะผู้นำ (Leadership) การวางแผนเชิงกลยุทธ์ (Strategic Planning) การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย (Student and Stakeholder Focus) การวัด การวิเคราะห์ และ การจัดการความรู้(Measurement Analysis and Knowledge Management) การมุ่งเน้นบุคลากร (Faculty and Staff Focus) การจัดกระบวนการ (Process Management) และผลลัพธ์ (Performance Results) ในมิติขององค์ประกอบด้านคุณภาพผู้เรียน องค์ประกอบด้านการจัดการเรียนการสอนเทียบเคียงมาตรฐาน สากล และองค์ประกอบด้านบริหารจัดการด้วยระบบคุณภาพ (Quality System Management) ย่อมส่งผล ให้ได้ผลลัพธ์ที่มีประสิทธิภาพ โดยเฉพาะด้านผู้เรียน ซึ่งเป็นเป้าหมายหลักในการจัดการศึกษา           The purposes of this research was to create and develop a management model for the World-Class Standard Schools of secondary schools under the Office of the Basic Education Commission. The research procedures consisted of 4 steps as follows: (1) investigating the basic concept for administration towards the World-Class Standard Schools (in the current). Participants were 10 school administrators of World-Class Standard Schools. A questionnaire was used for gathering the data and content analysis was used for analyzing. (2) created a management model for the World-Class Standard Schools. (3) developing the management model using 17 experts’ opinions through Delphi Technique. The research tool used was a questionnaire with a five-level scale. (4) proposed the management model for the World-Class Standard Schools of secondary schools under the office of the Basic Education Commission.          The research findings revealed that 1) The components of the management model were (1) Leadership (2) Strategic Planning (3) Student and Stakeholder Focus (4) Measurement Analysis and Knowledge Management (5) Faculty and Staff Focus (6) Process Management and (7) Performance Results. 2) Regarding the components of student performance, the outcomes were achieved by World-Class Standard and Quality System Management.
