วัตถุประสงค์ ตัวบ่งชี้ และเกณฑ์ในการประเมินโครงการ

Abstract

         ในการประเมินโครงการแต่ละครั้ง ขั้นตอนการประเมินโครงการที่สำคัญที่จะนำไปสู่การประเมินโครงการ ได้อย่างมีประสิทธิภาพประกอบด้วย 3 ปัจจัย คือ การกำหนดวัตถุประสงค์ การประเมิน การกำหนดวัตถุประสงค์ได้ชัดเจนจะนำไปสู่ความถูกต้องและความสำเร็จของการประเมินโครงการ ประการต่อมาการระบุตัวบ่งชี้เป็นการกำหนดขอบเขตของการประเมินเพื่อให้ผลประเมินสะท้อนถึงคุณภาพของโครงการ ความชัดเจนของตัวบ่งชี้จะทำให้ผลการประเมินถูกต้องและมีความน่าเชื่อถือ อีกปัจจัยหนึ่งคือการกำหนดเกณฑ์การประเมินที่ควรจะได้รับการยอมรับจากผู้มีส่วนได้ส่วนเสียอันจะนำไปสู่การยอมรับในผลการประเมิน           There are three essential factors for efficiency of project evaluation. The first factor is evaluation objectives identification. The objectives should be related to project purposes. The relating bring about to accurate information and success achievement of the project. Secondly, indicator identification is a procedure to reflect the project quality. Clarity of indicator come about high validity and reliability for the evaluation results. The last factor is criterion identification. The criterion should be accepted by stakeholders that make them believe and accept the evaluation results. Evaluators should evaluate the project by three factors that make their evaluation results will be accurate, believable and acceptable by stakeholders
