การพัฒนารูปแบบการกระจายอำนาจการจัดการศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1

Abstract

          การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อพัฒนารูปแบบการกระจายอำนาจการจัดการศึกษาในโรงเรียนสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ได้ดำเนินการวิจัย แบ่งออกเป็น 4 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การกำหนดกรอบแนวคิดในการวิจัย ขั้นตอนที่ 2 การศึกษา สภาพปัจจุบัน ปัญหา และความต้องการ เกี่ยวกับการกระจายอำนาจการจัดการศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ขั้นตอนที่ 3 การสร้างรูปแบบการกระจายอำนาจการจัดการศึกษาในโรงเรียน และขั้นตอนที่ 4 การประเมิน รูปแบบการกระจายอำนาจการจัดการศึกษาในโรงเรียนโดย ผู้ทรงคุณวุฒิด้านการกระจายอำนาจการจัดการศึกษา ในโรงเรียน จำนวน 21 คน โดยใช้วิธีการเทคนิคเดลฟาย (Delphi Technique)          ผลการวิจัยพบว่า          รูปแบบการกระจายอำนาจการจัดการศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา สกลนครเขต 1 ประกอบด้วย 5 ขั้น 26 กิจกรรม ได้แก่ 1) กำหนดการวางแผนการกระจายอำนาจการจัดการศึกษา จำนวน 5 กิจกรรม 2) การดำเนินการปฏิบัติ จำนวน 4 กิจกรรม 3) การตรวจสอบปรับปรุง จำนวน 7 กิจกรรม4) ปรับปรุงแก้ไข จำนวน 5 กิจกรรม และ 5) การทดลองนำไปใช้จำนวน 5 กิจกรรม         The purpose of the study was to develop a model for the decentralization of education in elementary school of Sakonnakhon area 1. The methodology of the study consisted of four steps: 1) Set up the conceptual frame work on decentralization; 2) Analyzing the documents concaving the problem on decentralization model by the 354 school teachers, administrators and school committees. The analysis of the data was accomplished by percentage, mean, andstandard deviation; 3) Constructing the decentralization model by content analysis; 4) Evaluating the model of decentralization model by 21 experts were selected for interviewing as well. The analysis of the data was accomplished by Delphi technique. Based upon the findings of the study, it was consisted that:          The decentralization model was consisted of five steps and 26 advection. They were as follows:          1) Set up the decentralization plan which consists of five activities.          2)The implementation followed the four activities.          3) Improving the seventh activities.          4) Improving the five activities.          5) The implementation five activities.
