การศึกษาความคิดเห็นเกี่ยวกับความเป็นไปได้ เพื่อยกฐานะวิทยาลัยครูสู่ความเป็นมหาวิทยาลัย: กรณีศึกษาวิทยาลัยครูสะหวันนะเขต

The Study of Opinions Towards Feasibility for Upgrading the Status of Teacher College to University: A Case Study for Savanakate Teacher College

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาปัจจัยความเป็นไปได้ในวิทยาลัยครูสะหวันนะเขตที่มุ่งสู่ความเป็น มหาวิทยาลัย สํารวจความเป็นไปได้ในการยกฐานะวิทยาลัยครูสะหวันนะเขตเป็นมหาวิทยาลัย และเปรียบเทียบ ความคิดเห็นของผู้บริหารและบุคลากรเกี่ยวกับการยกฐานะวิทยาลัยครูสู่การเป็นมหาวิทยาลัย กลุ่มตัวอย่างที่ ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารระดับสูงสำนักกระทรวงศึกษาธิการ ผู้บริหารและบุคลากร สังกัดวิทยาลัยครู สะหวันนะเขต ประจำปีการศึกษา 2552 จำนวน 11 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการ ทดสอบค่าที (t-test ผลการวิจัย พบว่า 1 ผู้บริหารระดับสูงสํานักงานกระทรวงศึกษาธิการส่วนใหญ่ มีความคิดเห็นว่ามีความจำเป็นต้องยกฐานะวิทยาลัยครูสะหวันนะเขต เป็นมหาวิทยาลัยสร้างครูสะหวันนะ แต่ต้องมีการปรับปรุงและพัฒนาเพิ่มเติม หลายด้าน โดยเฉพาะด้านบุคลากร  2. ผู้บริหารและบุคลากรมีความคิดเห็นเกี่ยวกับความพร้อมทั้ง 6 ด้าน โดยรวมอยู่ในระดับมาก ยกเว้น ด้าน อาคารสถานที่ และงบประมาณ โดยรวมอยู่ในระดับปานกลาง 3. เปรียบเทียบความคิดเห็นเกี่ยวกับความพร้อมเพื่อยกฐานะวิทยาลัยครูสู่การเป็นมหาวิทยาลัย ของผู้ บริหาร และบุคลากร สังกัดวิทยาลัยครูสะหวันนะเขต ทั้ง 6 ด้าน พบว่า ผู้บริหารและบุคลากรมีความคิดเห็นเกี่ยว กับความพร้อมเพื่อยกฐานะวิทยาลัยครูสู่การเป็นมหาวิทยาลัยไม่แตกต่างกัน   Upgrading the status of Savannakhet Teacher College to University; 2) to investigate the feasibility of upgrading the status of a teacher college to become a university; and 3) to compare the opinions of administrators and personnel of Savannakhet Teacher College towards readiness for upgrading the status of a teacher college to university. The population of the study consisted of 7 top executives under the Office of the Ministry of Education, and 111 administrators and personnel of Savannakhet Teacher College in the academic year 2009. An interview form and a questionnaire were the instruments used for collecting the data Percentage, mean standard deviation and t-test were statistical devices for the data analysis through Microsoft Excel. The findings revealed as followings: 1. Most of the top executives thought that it was a necessity and appropriateness to upgrade Savannakhet Teacher College to become a university. However, better improvement and development, especially in the aspect of personnel, should be carried out. 2. The opinions of administrators and personnel towards readiness in all six aspects, in general, were rated at a high level. On considering in each particular aspect, five aspects were also hated at a high level, except the aspect of budget, which was rated at a medium level. 3. In the comparison of the opinions concerning readiness of administrators and personnel towards upgrading the status of a teacher college to university in all six aspects, no significant differences were found. Also, on considering in each particular aspect, no significant differences were found.
