Synthesis of the Meta Evaluation Reports of the External Evaluation in Rajamangala Universities of Technology

Abstract

สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (สมศ.) ได้ดำเนินการประเมินคุณภาพและมาตรฐานการศึกษาของสถาบันการศึกษาทุกระดับภายในประเทศไทย มาตั้งแต่ปี พ.ศ. 2543 โดยจัดตั้งคณะ กรรมการประเมินคุณภาพการศึกษา เข้าไปเยี่ยมชมและประเมินสถาบันการศึกษาต่าง ๆ แต่ผลการประเมินดังกล่าวนั้น เป็นการประเมินรายสถาบัน ทำให้ไม่เห็นภาพรวมของกลุ่มสถาบันการศึกษาที่มีลักษณะคล้ายคลึงกัน เช่น กลุ่มมหาวิทยาลัยราชภัฏ กลุ่มมหาวิทยาลัยเทคโนโลยีราชมงคล เป็นต้น ว่าสถานการณ์โดยรวมเป็นเช่นไร ดังนั้น สมาคมวิจัยสถาบันและพัฒนาอุดมศึกษา (สวพอ.) จึงได้ทำการสังเคราะห์รายงานผลการประเมินคุณภาพภายนอกของมหาวิทยาลัยเทคโนโลยีราชมงคลทั้ง 32 วิทยาเขต และจัดทำข้อเสนอเชิงนโยบายในการพัฒนามหาวิทยาลัยเทคโนโลยีราชมงคล เพื่อให้เกิดประสิทธิภาพและประสิทธิผลสูงสุดต่อสังคมไทยต่อไป ซึ่งในการประเมินผลการประเมินคุณภาพภายนอก (Meta Evaluation) นั้นคณะผู้วิจัยได้ใช้เกณฑ์การประเมินคุณภาพของการประเมินที่สำคัญ 3 ด้าน ดังนี้  1. คำถามของการประเมิน ต้องเป็นคำถามที่ต้องการทราบความจำเป็นที่แท้จริงและตอบสนองความต้องการใช้สารสนเทศเพื่อประเมินมหาวิทยาลัยเทคโนโลยีราชมงคล  2. วิธีการประเมิน ต้องสอดคล้องกับบริบท วัตถุประสงค์ พันธกิจ และเป้าหมายของมหาวิทยาลัยเทคโนโลยีราชมงคล  3. ผลการประเมิน ต้องยุติธรรม น่าเชื่อถือและมีประโยชน์ นำผลการประเมินไปใช้กำหนดข้อเสนอเชิงนโยบายได้และได้ผลสรุปและข้อเสนอแนะแบ่งออกเป็น 2 ด้าน ดังนี้  1. ข้อเสนอแนะเชิงนโยบายสำหรับมหาวิทยาลัยเทคโนโลยีราชมงคล โดยแบ่งเป็นนโยบายเร่งด่วนและนโยบายระยะยาว  2. ข้อเสนอแนะเชิงนโยบายในการจัดทำและจัดสรรงบประมาณในอนาคตสำหรับมหาวิทยาลัยเทคโนโลยีราชมงคล ทั้งในระดับสถาบันและภาครัฐ  นอกจากนี้ จากการศึกษาวิเคราะห์ข้อมูล ในเอกสารรายงานผลการประเมินคุณภาพภายนอก คณะผู้วิจัยจึงได้ให้ข้อเสนอแนะสำหรับการประเมินคุณภาพภายนอกต่อ สมศ. อีกด้วย  The Office for National Education Standards and Quality Assessment (Public Organization) has been doing the assessment of the quality and standards of the education at all levels of the education since 2000. The office appointed the committees to visit and assess the institutions, but the results of the assessment pertain to each institution. Therefore, we can not see the whole picture of particular groups of institutions, such as public universities, private universities, Rajabhat Universities and Rajamangala Universities of Technology.  The Association of Institutional Research and Higher Education Development has synthesized the Meta-Evaluation Reports of Rajamangala University of Technology in 32 campuses, and suggests policy recommendations to develop Rajamangala Universities of Technology in order to bring about the efficiency and effectiveness of the institutions. In order to assess the meta-evaluation, the researcher uses three criteria as follows:  1. Questions of assessment must be related the true needs and fulfilling the need in using information technology to assess Rajamangala Universities of Technology.  2. The method of assessment must be in accordance with the literature review, objectives, missions, and goals of assessment of the Rajamangala Universities of Technology.  3. The results must be fair, reliable, and useful. They should be able to apply the results the policy recommendations.  The conclusions and recommendations are divided into two parts as follows:  1. The policy recommendations for assessment of Rajamangala Universities of Technology are of two categories, i.e. urgent and long term.  2. The policy recommendations are put forward to suggest and allocate the budget in the future for Rajamangala Universities of Technology as per institution as well as the public sector as a whole.  From the analysis of the documents of the Meta-Evaluation Reports, the researcher as well offer the recommendations to the Office for National Education Standards and Quality Assessment (Public Organization).
