A Study of some Factors Affecting TQM of Secondary School Administrators under Office of the Basic Education Commission in Bangkok Metropolitan Educational Area

Abstract

การวิจัยเรื่องการศึกษาปัจจัยบางประการที่ส่งผลต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน มัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในเขตพื้นที่การศึกษา กรุงเทพมหานคร มีวัตถุประสงค์เพื่อศึกษาระดับของการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียนและศึกษาปัจจัยบางประการที่ส่งผลต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน กลุ่มตัวอย่างได้แก่ ผู้บริหารโรงเรียน ผู้ช่วยผู้บริหาร โรงเรียน รวมทั้งหัวหน้าหมวด ครู ผู้แทนผู้ปกครอง และผู้แทนของชุมชน จำนวน 542 คน จากโรงเรียนทั้งหมด 111 โรงเรียน สำหรับเครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม การวิเคราะห์ข้อมูลพื้นฐาน ใช้ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการทดสอบสมมุติฐานใช้ t- test โปรแกรมสำเร็จรูป SPSS for Windows Versions 11.0 ส่วนการทดสอบสมมุติฐานด้านปัจจัยที่ส่งผลต่อการจัดการคุณภาพโดยรวม ใช้การวิเคราะห์เส้นทาง (Path Analysis) โปรแกรมลิสเรล (LISREL) Versions 8.30  ผลจากการวิจัยปรากฏว่าระดับของการ จัดการคุณภาพโดยรวมของผู้บริหารโรงเรียนอยู่ใน ระดับมาก สำหรับปัจจัยที่ส่งผลต่อการจัดการ คุณภาพโดยรวมของผู้บริหารโรงเรียน เมื่อเรียงลำดับจากมากไปหาน้อย ได้แก่คุณลักษณะ และพฤติกรรม ของผู้บริหารที่มุ่งคุณภาพ การบริหารเวลา สิ่งอำนวยความสะดวกและ เทคโนโลยี และประสบการณ์ในการบริหาร ปัจจัยด้านการบริหารเวลาส่งผลทั้งทางตรงและ ทางอ้อมต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน และเมื่อพิจารณาองค์ประกอบของการบริหารเวลาปรากฏว่าการเพิ่มประสิทธิผล ของการบริหารเวลา และเทคนิคในการบริหารเวลา เป็นปัจจัยสำคัญที่ส่งผลต่อการบริหารเวลา ประสบการณ์ในการบริหาร ส่งผลทั้งทางตรงและทางอ้อม ต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน คุณลักษณะและพฤติกรรมของผู้บริหารที่มุ่งคุณภาพส่งผลทางตรงต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน และเมื่อพิจารณาองค์ประกอบที่สำคัญปรากฏว่า ผู้บริหารที่มีความมุ่งมั่นในการทำงาน มีความสัมพันธ์กับบุคลากรทั้งภายในและภายนอกองค์กร รวมทั้งการเป็นผู้นำการเปลี่ยนแปลงเป็นปัจจัยสำคัญที่ส่งผลต่อคุณลักษณะและพฤติกรรมของผู้บริหารที่มุ่งคุณภาพสิ่งอำนวยความสะดวก และเทคโนโลยีส่งผลทั้งทางตรงและทางอ้อมต่อการจัดการคุณภาพโดยรวมของผู้บริหารโรงเรียน และเมื่อพิจารณาองค์ประกอบสำคัญปรากฏว่า ความพร้อมของสื่อการสอนและวัสดุอุปกรณ์ ตลอดจนเทคโนโลยีเป็นปัจจัยสำคัญ ที่ส่งผลต่อปัจจัยด้านสิ่งอำนวยความสะดวกและเทคโนโลยี  The purposes of this research were to study TQM level of secondary school administrators under office of the basic education commission in Bangkok metropolitan educational area and to study some factors affecting TQM of secondary school administrators under office of the basic education commission in Bangkok metropolitan educational area.  The sample consisted of school principal, school principal assistant, department principal, teachers, parents and communities from 111 schools with sampling group of 542 persons. The data was collected by questionnaire. The statistical analysis method were percentage, Mean, Standard Deviation and t-test, SPSS program for window version 11.0 was used for the statistical analysis. Moreover LISREL Version 8.30 was used for Path Analysis.  The study results showed that the TQM level of secondary school principal under basic education commission in Bangkok metropolitan education area was at high level. Besides, the factors affecting TQM school principals by rank from high to low value were characteristics and behavior of TQM school principal, time management, facilities and technologies and the executive experiences respectively. The factor in aspect of time management affecting TQM of secondary school administrators both direct and indirect affected. When considering the components of time management showed that the increasing of time management effective and time management technique were the key components the affecting time management. The factor in aspect of the executive experiences affecting TQM of secondary school administrators both direct and indirect affected. The factor in aspect of characteristics and behavior of TQM school principal affecting TQM of secondary school administrators directly. When considering the components of characteristics and behavior of TQM school principal showed that commitment to work, inside and outside organization relationship and change leadership were the key components affecting characteristics and behavior of TQM school principal. The factor in aspect of facilities and technology affecting TQM of secondary school administrators both direct and indirect affected. When considering the components of facilities and technology showed that readiness of materials and technology were the key components affecting the factor in aspect of facilities and technology.
