Risk Study on Buffalo Racing Festival in Chonburi Province

Abstract

ประเพณีวิ่งควายจังหวัดชลบุรี เป็นประเพณีเก่าแก่ที่มีการจัดแห่งเดียวในประเทศไทยอย่างต่อเนื่อง มานานถึง 100 ปีเศษ การจัดแต่ละครั้งมีประชาชนทั้งในและต่างประเทศเข้าร่วมเป็นจำนวนมาก เพราะมีกิจกรรมให้ร่วมสนุกมากมายอาทิ เช่น การประกวดสุขภาพควาย การประกวดน้องนางบ้านนา การละเล่นกีฬาพื้นบ้าน และที่สำคัญคือการแข่งขันวิ่งควาย ปัญหาและความเสี่ยง อาจเกิดได้ใน 2 ขั้นตอนหลัก ๆ คือ ขั้นแรก คือการรับสมัคร ไม่มีการจัดระบบเกี่ยวกับสุขาภิบาลความสะอาด มีอุจจาระและปัสสาวะควายที่ถ่ายเอาไว้ทั่วบริเวณจัดงาน ใช้อุปกรณ์ที่มีน้ำหนักมากในการตกแต่งควาย ไม่ให้ความสำคัญเกี่ยวกับความปลอดภัยนัก ยังไม่มีการจัดการในการรอเวลาการประกวดหรือแข่งขันที่ยาวนานอาจทำให้ควายอาจหงุดหงิดเนื่องจากความร้อน การใช้สีทาที่ไม่ปลอดภัยบริเวณลำตัวของควายและคนที่เข้าร่วมขบวนประกวด ส่วนขั้นที่สองในขณะแข่งขัน คือ ผู้ขี่ควายอาจประสบอุบัติเหตุจากการกระโดดลงจากหลังควายเมื่อเข้าเส้นชัย และประชาชนที่อยู่ใกล้เส้นชัย อาจได้รับอุบัติเหตุจากควายวิ่งชน ควรมีระบบการจัดการอุจจาระและปัสสาวะของควายอย่างเหมาะสม เช่น ให้มีเจ้าหน้าที่รับผิดชอบในการดูแลความสะอาดโดยเฉพาะ การประกวดควายควรมีการกำหนดน้ำหนักของอุปกรณ์รวมทั้งหมดที่ใช้ในการตกแต่งควายเพื่อเข้าประกวดให้พอสมควรรวมทั้งมีการกำหนดขอบเขตในจุดเส้นชัยไม่ให้มีประชาชนมายืนดูอยู่ใกล้ ๆ  The Buffalo Racing Festival in Chonburi Province is the only one in Thailand. It has been held annually for a hundred years. Every year people come from many places to join this fun festival, which includes a healthy buffalo contest, the Beautiful Birl called Nong Nang Ban Na contest, traditional sports, and importantly, buffalo racing. In this report, we survey the risks to public health observed at the festival. The first problem we found during the recruitment process, where the area was dirty from buffalo feces and urine. The buffalo were then decorated with devices that could be hazardous, like the heavy weight and chemicals. We found the buffalo waiting area was unprotected from the hot weather, and that may make buffalo angry. During buffalo racing, the drivers usually get injured from jumping off before arriving at the finish line. Moreover, the buffalo hit spectators standing near the goal. Our recommendations are that they should use the buffalo pet pad for feces and urine and prepare the cleaners especially. For the contest they should specify the suit weight and safe decoration devices. Importantly people should not be allowed to stand near the finish line.
