Abstract

บทคัดย่อนโยบายเทคโนโลยีสารสนเทศและการสื่อสารของประเทศไทย เริ่มจากไม่มีกรอบหรือทิศทางที่ชัดเจน เป็นเพียงวิสัยทัศน์ของผู้นำหน่วยงานภาครัฐ ที่ริเริ่มนำเอาเทคโนโลยีคอมพิวเตอร์มาใช้ในภารกิจของหน่วยงาน การกำหนดทิศทางมีความชัดเจนเมื่อมีการบรรจุนโยบายให้มีการพัฒนาระบบข้อมูล เชื่อมโยงฐานข้อมูล และแลกเปลี่ยนข้อมูลภายในประเทศและต่างประเทศไว้ในแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 5 (พ.ศ. 2525-2529)การให้ความสำคัญกับเทคโนโลยีสารสนเทศและการสื่อสารในการพัฒนาเศรษฐกิจและสังคม จึงทำให้แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 11มีรายละเอียดนโยบายด้านเทคโนโลยีสารสนเทศและการสื่อสารมากกว่าฉบับที่ผ่านมา โดยมุ่งเน้นไปที่การเพิ่มขีดความสามารถในการแข่งขันทางเศรษฐกิจและลดความเหลื่อมลำทางสังคมABSTRACTInformation and communication technology policy in Thailand startedwith no initial framework and no clear direction. At this point, it was simplythe personal vision of a state government leader, who initiated bringingcomputer technology into the workplace. The direction of this initiative becameclearer when policies for the development of information systems, databaselinks, and exchange of information within the country and abroad wereformally stated in the National Economic and Social Development Plan No. 5(1982-1986).With a continued focus on information technology and communicationin the National Economic and Social Development Plan No. 11, even moredetails in information and communication technology policy have emerged,with an emphasis on increasing economic competitiveness and reducingsocial inequality.
