รูปแบบการประยุกต์ใช้หลักธรรมาภิบาลในการบริหารงานองค์การบริหารส่วนจังหวัด: กรณีศึกษา จังหวัดปราจีนบุรี The Patterns of the Application of Good Governance in the Management of the Provincial Administrative Organization: A Case Study of Prachinburi Province

Abstract

บทคัดย่อการศึกษาวิจัยนี้มีวัตถุประสงค์ 2 ประการ คือ (1) เพื่อค้นหาปัจจัยที่มีผลต่อการนำแนวคิดหลักธรรมาภิบาลมาประยุกต์ใช้อย่างมีประสิทธิภาพ (2) เพื่อศึกษารูปแบบการประยุกต์ใช้หลักธรรมาภิบาลขององค์การบริหารส่วนจังหวัดปราจีนบุรี ใช้วิธีวิจัยเชิงคุณภาพโดยการศึกษาจากเอกสาร การสัมภาษณ์เจาะลึก และการสัมภาษณ์กลุ่ม ผลการศึกษาพบว่า1. ปัจจัยแห่งความสำเร็จในการนำหลักธรรมาภิบาลไปประยุกต์ใช้องค์การบริหารส่วนจังหวัดปราจีนบุรี ได้แก่ ผู้นำการสนับสนุนจากหน่วยงานต่าง ๆ การมีส่วนร่วมภาคส่วนต่าง ๆ และบุคลากร2. รูปแบบการประยุกต์ใช้หลักธรรมาภิบาลขององค์การบริหารส่วนจังหวัดปราจีนบุรี เป็นรูปแบบที่ผู้นำเน้นการบริหารงานแบบมุ่งผลสัมฤทธิ์ โดยได้รับการสนับสนุนจากกลุ่มคนต่าง ๆ และการให้ความสำคัญกับกระบวนการมีส่วนร่วมAbstractThis Research aims (1) to search factors affecting application of goodgovernance in an efficient manner, and (2) to study the patterns of theapplication of good governance for administration of Prachinburi ProvincialAdministrative Organization, by using qualitative research based upondocumentary study, in-depth interview, and group interview. The results revealsthat:1. Factors of achievement in application of good governance foradministration of Prachinburi Provincial Administrative Organization are asfollows: leaders, supports from different agencies, participation of differentsector, and officials.2. The Patterns of the application of good governance for administrationof Prachinburi Provincial Administrative Organization was the application ofthe good governance, which the leaders concentrated on result-basedmanagement, as supported by various groups of persons, and focused onparticipative processes.
